audrey barns has more. >> say thank you. >> thank you. >> reporter: mark and diane williams first met mary at saint ann an's hospital in july of 2010, a preemie weighing two pounds and 10 ounces. they took her into their oxen hill home as foster parents, loved and nourished her up to her current weight of 23 pounds and started working right away to make her theirs forever. >> i said i didn't care how long it took as long as we got her and it was a happy day today. >> reporter: happy, because today their adoption was finalized with 20 other families at d.c.'s annual adoption day ceremony. the event not only celebrating the joy of adoption, but it's meant to consider others to consider adopting or fostering a child. right now, there are 120 children in pc foster care waiting for adoptive families. mary is the ninth child the williams have fostered. >> mary's the one that we got to adopt out of nine children. we're happy for her and my family. >> reporter: it took two years for the day to come, but the weight is over. >> there is paperwork, reports, court hearings -- all kinds of things

audrey barnes is live with all of the details. audrey? audrey? >> clearly we're having trouble -- do we hear it now? go ahead, audrey. >> let's start over. >> reporter: okay. police responded to a call here at 9 this morning. a call about an assault. 29-year-old andrew scan was taken into custody. d.c. police tell me he's been charged with assault with a dangerous weapon, a gun. there are unconfirmed reports that a shot was fired at a woman in the front yard of this home and police have been inside all day looking for more weapons. there are three police vehicles, two unmarked and one marked and officers have been going in and out of the house for the last hour or so and going over it top to bottom. the 29-year-old andrew scan has been taken into custody and is facing one count of assault with a dangerous weapon and this is an investigation that is still ongoing. >> thank you. we'll continue to sort this out for you and another update at say that andrea is not part of our fox 5 family and certainly a class act and our heart goes out to her family

audrey barnes has the story. >> reporter: in the parking lot outside waldon studio architects in columbia, maryland, a relief effort to help victims of hurricane sandy is taking off. >> when you ask for stuff for children and babies, people really want to help there. >> reporter: vicki thurston got the idea of loading up a truck with supplies after watching news reports about how hurricane sandy has impacted people in new york and new jersey. it's that same feeling she had after hurricane katrina hit new orleans. >> my son and i went and helped gut houses after the hurricane there and saw how devastating it is to people. so it's kind of like we got to do something. >> reporter: her boss ravi waldon didn't hesitate to rent a truck for the mission. >> she said can i do this? all i did was say okay. i think it shows the power of what one person's idea can do. >> reporter: after sending out a few e-mails and handing out flyers people started to come. >> i want to help out. my heart goes out to them and my prayers. >> most of the places up there were saying they had plenty of clothes. >> repor

audrey barnes is live with the latest. audrey? i know there is a lot of opinions on this one. >> reporter: there are a lot of opinions, shawn, and that council hearing room is packed with more than 100 people who want to -- what they think about the proposal to close 20 schools, many of them at the end of the school year and this plan by the school chancellor will affect 3,000 students in six wards. most of the schools to close are in northeast and those east of the anacostia river. the council members want to hear what the public has to say. because of the sheer volume of parents and concerned citizens affected by this plan, they will have another hearing on monday night to hear the rest of the parents. the biggest thing that parents seem to be concerned about are her efforts to create two -- create two megaschools that would cater through six to 12th graders in the same building. a lot of concern with parents having their younger children going to school with children 17 and 18 years old in the same building. also, for the first

fox 5's audrey barnes has more. >> reporter: police say they were called to the home on tamarack street northwest after getting results of an assault there. neighbor andrew goode heard a gunshot. >> i thought i heard a single shot. it sounded like a shot. >> reporter: the home is owned by popular channel 9news anchor andrea roane and her husband michael skehan. investigators say their 29-year- old son andrew skehan who also lives there has been charged with assault with a dangerous weapon, a gun. sources say he fired at a former girl friend outside the home. she was taken to the hospital by ambulance. police will not disclose the nature of her injuries. >> unfortunately those things happen. we as parents try to do our best and things like that happen. >> reporter: neighbors say his car was taped up and taken away on a flatbed truck after weapons were found inside it. investigators were in and out of the house more than eight hours today reportedly looking for more weapons. >> i just happened to look out the window and i could see someone down there at that house pulling a couple bags be

audrey barns has the story. >> reporter: staff ford county sheriff says his communication center was on the phone with dispatchers in montana as officers pursued lawrence stewart. they disabled his vehicle with spike strips but he still refused to give up. >> he threw pipe bombs detonating as the pursuit was going. there was as we understand, tire deflating devices were activated, disabling his car. he abandoned his car and he fled with a handgun. >> stewart was taken into custody after a brief foot chase. local officials have been looking for him since tuesday for his involvement in three separate bombings at the home of a sheriff's deputy and a detective. they all had a role in his arrest for domestic violence against his live-in girlfriend at this mobile home in staff ford back in june. according to court papers the girlfriend requested and received a protective order against stewart. she writes, he punched me in the right kidney, choked and strangled me, pinned against the refrigerator with my feet dangling. tried to get away. he grabbed me from behind by the neck and threw me to

audrey asked the economic question of me almost immediately after taking office. it benefits us the truth about $55 million in tax revenue. nightlife is the only significant industry in this city that sometimes gets treated at times as it is a nuisance, a problem to be managed. and of course, we have to focus on making sure it is safe and that people are complying with the laws and that we are not having shooting. but when you get so focused on combating the negatives -- every industry has the negatives. you can sometimes lose sight of the positives and we know there are a huge positives for nightlife in the city. we know that a lot of our street shares are at risk -- street fairs are at risk of being given fees to death. we have completely outdated the planning commission like that mission how are used district, which makes it extremely hard to do anything alcohol related in a big swath of the mission. there was a bowling alley that wanted to go in at 17th and van ness and they were not going to be able to do it because they would have been banned from even selli
