aundrea cline-thomas is joining us. this local effort is shining a light on concerns over cash bail. >> reporter: that's right. despite the district attorney's efforts to end cash bail, if somebody who many people don't even have say $1,000 to post bail, meaning they have to stay in jail, even though they have not been convicted of a crime. kevin coleman was arrested in january. his parents did not have the $7500 needed for his bail. now kevin is one of nine people benefiting from what's being called the black love bailout with help from a national organization, philadelphia's community bail fund paid for their release as they wait for their trial. >> nobody should be in jail because they can't afford to pay for their freedom when somebody else in their same position with money would already be home. they'll no longer seek cash bail for 25 low-level offenses but the final decision is up to a judge. >> some judges still putting bail on despite the recommendations? yeah. >> reporter: keer bradford is the chief public defe
