it does not have that legal authority. the port commission does not have that legal authority just by virtue of the lda. that is one time pressure. the other is just the need to perform the work. the real driver here is piers 30-32. the minimum estimate for the time to complete the 30-32 improvements is about three months. walking through the timeline of the ordinance, if the board of supervisors has a first read on the ordinance, april 3, and then a second read april 10, the mayor could sign the ordinance as early as april 10. there is a 30-day window before the ordinance would become effective, bringing the dates to may 10. that is just a few days after we expect the issuance of a major permit for the piers 30-30 to work. we are still working with the regional water control board to make sure they can permit within that timeframe. and that is about the time when we expect to -- i think april 27 is the current due date for the final construction drawings. that would allow informally us to bid the work for 30-32 and potent

we are on target for the resignation of the authority. i will skip over the rest of this but i would like to highlight just a couple of more things under management. we have had program manager funds for clean air and we received a notice with no findings. all of the people making and all that this was right. i would like to congratulate a few people who have had promotions, guarding with elizabeth, our new deputy director of technology services. she has been with us for several years now, 1st as principal transportation planner. she is very focused and a major force in forecasting not just the authority nationally. we are delighted to be able to have her lead at this section now where she will distinguish herself. we have also had a promotion in the planning division where we have a new principal planner. he is a key guy on all of the planning efforts including the bay shore intermodal and the planning study and it things that we have been doing. he also could spare his the plane divisions on the u.s. 101 corridor. and we're really delig

first of all, thank you for the opportunity to serve as the chair of the transportation authority. it has been a very busy first month and wanted to report on a number of things. first of all, we have some issues that come out -- came up in terms of the funding of the second phase for the presidio parkway. we just had a meeting with the mayor to discuss that. as you may be aware, that project will be delivered through a public-private partnership. we are very excited to see that move forward. as you know, the first phase is nearing completion. the public-private partnership provides an opportunity to demonstrate that we can deliver on time on schedule, and frankly, transfer and a majority of the risk to the private- sector while at the same time capitalizing on the benefits that they provide. we have a funding strategy for closing the budget cap that has been identified. i did not want to go into the specifics of that but i want to thank the county transportation authority staff for their work in making that happen, as well as the mayor's office, for their collaboration and assista

supervisor elsbernd would allow car rentals in the district by conditional use authorization. the planning commission recommended approval as did the land use committee and it was passed on its first reading. i wanted to include, there was a resolution regarding the state assembly bill 1678 regarding restrictions on food trucks proximity to schools. that was a resolution sponsored by supervisors wiener, olague, and campos regarding the proximity to schools. they have proposed continuing that resolution to march 13th. there is a similar piece that has been introduced by supervisor wiener that would extend the areas where mobil facilities are permitted within san francisco city limits and that is scheduled to be considered by this commission for a recommendation to the full board do not on 19th -- full board on april 19th. it looks like despite the bill which would technically override the city proposed ordinance, this is still scheduled to be heard here april 19th. that concludes my presentation. if you have any questions, i am happy to answer them. >> i want to thank you for b
