ford, unlike the other two the automaker did not take a government bailout doug, why is ford the onlyot take bailout money more vulnerable to a strike than gm or chrysler? >> reporter: because the other two are prevented from striking under the provisions of the bailout they took. that bailout stipulates that disagreements that are arise with any contract negotiation mut be taken to binding arbitration. a de facto no-strike clause. since ford did not take the bailout it is subject to a strike. in uaw halls across the country, a strike authorization is being voted on as we speak. early indications are that at some union halls 97% of the rank and file are voting for a strike authorization. experts we spoke with indicate a strike authorization is not as ominous as it sounds. >> this is a pro forma kind of thing, something the union has to do as part of is governing regulation. >> reporter: some say the strike authorization strengthens the union position in negotiations, another arrow in their quiver, if you will. not a threat to ford per se. >> heather: isn't it true ford and the other t
