katie hadel here with her daughter ava was stabbed to death in her apartment on tuesday. police have charged jeffrey shiflett with the murder. abc learned he sent threatening letters to her while serving time in prison for robbery and he was released in december and repeatedly violated parole by making more threats. because he had no ficked address police couldn't find him. investigators tried to protect aheadel who was four months pregnant. they visited her mom's house where aheadel was staying several times a day but on tuesday, police say she didn't follow the safety plan and went to her apartment where she was murdered. aheadel's mom says her daughter did tell police she was planning to go there on tuesday. >> we thought notifying police she returned to her home in the pikesville precinct where the suspect knew she lived. >> they knew she was there and they knew -- we asked them thursday for a safety plan. katie and i sat there for one hour with them and asked for a safety plan. we have been asking for five years. and we never ever got it. >> reporter: shiflett is hel
