supervisor avalos: thank you both for the great report. i would like you to comment on this policy debate that has been going on. we have had limited resources and been trying to serve not just the most vulnerable families. looking at struggling, middle- class families that are trying hard to make ends meet. there is preschool and trying to be more flexible about other things, but i will just ask, with limited resources, how do you plan to deal with that policy dilemma? >> dcys is mandated by the charter to be universal, in theory. we have funding programs for all of the services in the city, but we do have policies imbedded for allocation plans that ask us and require us to mandate or target services to highest need populations in high as need neighborhoods. within our own policy documents, we have outlined what those are, based on needs assessments, an index that we worked closely to develop with service agencies. so, based on that information, it is how we make our allocation plan. i realize the san francisco went through their planning

supervisor avalos: the most common ways that one will break down? >> the most common is someone puts something in their that does not belong. paper or some other kinds of calling. the biggest issue is someone putting something into the slot. not allowing anyone else to put anything into that leader. supervisor avalos: the meters in the program, do they have other common things? i have had some difficulty at some of them. others are fairly straightforward. >> i think that that is one of the things we are seeing. the sensitivity of the meters, the credit cards, we have had similar complaints. there seems to be a jiggling of the card in some of the meters. this is why a pilot is so important. if you do want an upgrade program, we want them all to recognize credit cards affectively. the meter being tested right now is the only single space meter. vendors are working to figure out what is causing this sensitivity. hopefully that will be resolved by the time there is procurement. supervisor avalos: ok. supervisor mar: thank you for the proposal. i know th

supervisor avalos: at the southeast community clinic? >> yes, the southeast center is being renovated and expanded, so it is a very large project. this is some capital contribution to that. the other expansion is a small expansion of the adult services in our full-service partnership to allow for emerging actually of intensive case management programs with existing full- service partnership programs and a little bit of funding to increase the capacity of those programs to provide wraparound access to funding and other supportive services for a larger number. supervisor avalos: ok, very good. would any member of the public like to comment on this item? >> good morning. i have worked in a department of public health for 20 years. i would like to speak out in support of this resolution. i think in california, every available mental health service is necessary, and i think everyone that troubles the streets, especially at night, has seen the obvious need for more services for the mentally challenged people in california. one cautionary note

supervisor avalos: ok, very good. just one brief question. you and i met in my office about a month ago. i gave you a few sites to look at in terms of blighted properties. not in public right of way. it was actually the top of edgar street. there were two, maybe three properties, just completely abandoned buildings on the top of the hill that are very visible from a lot of sites around the city. i'm not sure if anyone owns the property at all, or is just sitting there for a long time. how would we go about getting the property been -- is that where we look at dpw or dbi? >> somebody at the town hall meeting the other night sent me some info after the meeting as well. we would send an inspector out, and the way we design the process is our inspector will determine which things fall within the admen code, the plight ordinance, and if there are things beyond that that are building code related, we have a process set up. there may be both in these instances, and we would be able to move forward and site immediately based on what is under our juri

supervisor avalos: that is some catch-22. supervisor campos: let me first of all respond to supervisor elsbernd. that is one of the fun things about having all of these lawyers on this board. for me, in terms of deciding the level of risk or uncertainty that one is willing to take, we have to listen to the tenants to have been exposed to that risk. we have heard through discussions with the tenants that they are not willing to take this level of risk. granted, maybe others are more than willing to do that. i do have a question for the city attorney's office, if i may, through the chair. we have 14 pages of amendments that have been introduced, very sensitive and substantive amendments. i am trying to understand from a public notice perspective what the propriety of us in voting on these amendments is, given that under the brown act, for instance, you have to give a reasonable person reasonable notice of what it is we will be voting on, the notice for this meeting for items relevant to this matter. it does not say anything abo

supervisor avalos: it is not all being done concurrently? >> basically they are doing the plumbing first before the service improvement. the streetscape will start at hampshire and we will keep ahead of them so that they can fix this or first before the street improvements. supervisor avalos: the timeline that we are talking about? >> for this project we are expecting to break ground in june or july but about nine months behind us. supervisor avalos: the experience with the length, partially funded by mtc and the funding sources, transportation authority, we had major sewer improvements that were done along their. i saw destruction along that line as a psychologist for two years. i was wondering what we should do to make it concise, so that there were not too many gaps in the length, so that people did not experience a lengthy disruptions. >> the two projects are consolidated into 24 months. we are working closely with dtw to minimize the disruption to the businesses and we are committed to holding a public meeting every three months to addr

commissioner avalos? commissioner avalos: thank you. i asked a draft to look at priority development areas. i'm sure we're able to get the ball rolling. i don't know if it's for the november ballot, this november, but really there has to be a really strong community process on coming together on what that's going look like. and so the t.a., i think, would be essentially part of that. regional government, i think, needs to be part of that as well. i serve and have had many sb375 discussions, practically every meeting we have is about that. but housing folks and community groups as well to be part of it. it could be something we do in november of 2012 or some time next year, but i really feel that san francisco is far ahead of the curve in terms of rsb375 strategy. we have identified our priority development areas. we just need to find the funding. and if we're able to provide our own sense of funding here that's going to bring in other funding elsewhere from other sources around the state and federal so fasources. >> good morning, madam
