commissioner avalos: it is very interesting information. a couple questions, what invalidated the ballot in your study? >> an overvote. rank two candidates in the same column. we distinguish between voters that cast overvote. if they cast an overvote, it would have gone to your column. we distinguish between those that were invalidated because they voted for someone in the final round and they cast an error. the margin is different, 1.3% of voters had an error on their ballot. i think 1.1 have a ballot that was invalidated. commissioner avalos: you actually counted a valid error is different from invalidated ballots? >> or we do both because the advocates underside do it differently and we want to be completely transparent and consistent. we wanted to talk about both ballots that were invalidated, so we weren't taking sides. commissioner avalos: is it any different in terms of the severity of the error? someone who voted for the same candidate once and no other candidate. >> and those are treated the same by the department of elections and

supervisor avalos: can i ask another question?g shoreside power, and eventually using shoreside power for use when cruise ships coming into san francisco, as well as for ships in dry dock and are getting prepared, are they paying for that electrical used? are they paying the may missable rate, or the private sector rate -- the municipal rate, or the private sector rate? >> they have several locations and they supplied power to a pier 27 had an industrial rate. when we are putting together that pure 27 project, puc and the port looked out -- looked at the cost to the cruise operators for running their engines and burning fuel while they are at bertsch and came up with an equivalent per kilowatt hour rate surcharge that is 3.85 cents per kilowatt hour. it is the cost for plugging in and is the same, so they have an economic incentive to do that. there is cost recovery for the puc for their investment in the pier 27 project. and i will get into the financial approach for the year 70 project, but we are trying to mirror that approach

supervisor avalos. aye. president chiu: item 8.rdinance amending the san francisco environment code and adding section 402. >>supervisor elsberndavalos: t. we had approved a plan for promoting cycling. we would have 20% of our troops to be by bicycle. the goals of this policy are clear around reducing greenhouse gas emissions and promoting transit. and on clogging our streets for their needs. we have many tools to help us get there. one of them is building our infrastructure around the city. also part of that is the infrastructure we can build in our buildings, where people commute to to get to and from work. this legislation, what it does is requires building owners or people responsible for the buildings would provide access for bicycles to enter the building. the access is provided to the tenants, not the employees are cyclists. the tenants will decide about opening up space in offices for iceball entry. this would allow many bicycles to not have to be locked up on the streets or sidewalks where they could clog our public right-

supervisor chu: supervisor avalos? supervisor avalos: do you have the change in general fund support from 10-11 through -- sorry, 9-10 through 10-11? the children's fund increase in the general fund, do you have any idea what that was related to? >> the number? but it was related to? -- what it was related to? >> in 9-10, it was 20, the next year it was 28.5. generally supported by the board of supervisors. and then in 9-10 for children's fund it was $47.2 million, the next year it was $41.4 million. we have seen a decrease in the children's fund that was probably because of decreased property values. does that offset the decrease in property tax? is that essentially what was determined? i do not remember. >> so, in fiscal year 10-11, the department, we had to make some severe cuts to children's services programs. because of that decrease it was a devout -- desire of the board of supervisors to prioritize children's services. we were able to offset the children's fund deficit cut restoration to our budget. >> that is c

supervisor avalos: thank you. i appreciate the reminder about what lafco can do, in terms of research. i think i might want to look at, not just for today -- i will just broach the suspect -- broach the subject. i am looking at municipal banking in san francisco, and how we might be able to use the power of research and study with lafco to look into what ways we can enact and support san francisco. the treasurer has talked about doing these grants to local credit unions and local community development financial institutions, about $250,000 to support projects they work on. i think that would be something worth looking at. we can go offline and talk about how to engage that. we have in terms that are also interested in working on that. perhaps we can study the scope of work we can do through lafco. chairperson campos: thank you, commissioner avalos. supervisor mar: i wanted to say i strongly support research in that area as well, looking at municipal banks in other jurisdictions, statewide and local jurisdictions,

supervisor avalos: they are funded fully or partially by hsa? >> fully funded by hsa. some of the major budget changes as you stated earlier, approximately 124 direct services fte's that we reduced due to the composition of the city. we actually had to cut down on the general labour apprentice program. a lot of those crews work crews that horror working on supporting the landscape crew. we're also able to have about 47 managerial positions. a few manager positions, and they worked very hard in reducing overtime. the reduced the workmen's comp costs. and also materials and supplies. it also cuts on travel and training for employees. there have been able to reduce the fleet. in developing the budget, obviously, some of the strategies that the team has put forth is to look at, closely, the demand for service that continues to increase. we have had quite a number of cuts over the last few years. the value of our gas tax continues to decrease while the cost of labor is increasing. we have quite a number of bond and capital projects that are underway. we want to make sure th

supervisor avalos: thank you. mr. flanagan briefly touched upon this project. there was concern from the public about talking about the deeper? >> this action, this work that we're doing is largely in response to concerns, one of which we heard being that there is some pressure to go forward with choosing a policy action sooner rather than later, as we do have a bridge that does need to be replaced and we need to learn more, if we go with closing this bridge, we need to be clear that the connector road option would work. one of the concerns that we heard was that we were doing this in the wrong order in when needed to do a luminary work on reviewing these options. so, that is why we are here today. secondly, concerned about how the connector road would fit in with gerald avenue and other street work going on in that area, reconfiguring intersection. we are taking a good look at coordinating with the produce market and bring it back to the community in response. supervisor avalos: thank you. it could very well be t
