on the motion to amend, supervisor avalos. >> supervisor avalos: thank you, president chiu.i will be supporting this amendment. it makes much sense because i was very concerned that the original resolution overturned probably a year's work, i think longer than a year's work, of the, you know, hundreds of young people who worked, organized across san francisco, to get a policy of free muni for youth, at least for low income youth. i believe that at one point i remember the author of this resolution had discussed well why don't we make it for low income youth and we can support free muni for low income youth and now we have a resolution that pretty much says this should only be used for maintenance. so i'm really happy to support amendments that include, you know, prioritizing free muni for low income youth and maintenance. needed to actually help bring up the next generation of muni users. i know we talk about effectiveness all the time, and i think that there could be no other effective way of making sure that young people are going to be riding muni and riding muni without

supervisor avalos. >> thank you. colleague i want to recognize two that have passed in the nation and george mcgovern and my first election then when i was paying attention to anything and his significance under the campaign in the country gave a lot of strength to millions of people in this country that still last today although people don't always see the results we expect. i want to mention the passing of russell means and from the american indian movement and from the bay area and his contributions to the united states is significant and the 60's and two individuals who have made a great difference in our nation's history. the other thing i am introducing today is a resolution. colleagues you may have heard reports in the media privacy related to the clipper cards. i think it's important -- can't make sure that people who are using clipper cards can be protected against any use of information about how where they go and the whereabouts are using the clipper card to make sure they're protected so i am intriewtion

. >> president chiu: supervisor avalos. >> supervisor avalos: thank you, president chiu. i wasn't planning to speak on this. i was going to wait until it came back to us in a couple of weeks. but i couldn't help but react to the discussion about in-kind services. i think there's a lot of things that we can say the school district provides to us that can't be counted. my wife is a school teacher. she works about 10, 11, sometimes 12 hours a day. and multiply that by thousands of teachers who are doing that kind of work, this 5,000 -- maybe they don't all work 10, 11, 12 hour days but a lot do and we are one of the lowest per capita funding for students as a state and san francisco, within the state of california, and we're hard-pressed to make sure our schools are well funded. i believe whatever we can give to the school district is going to be utilized to help improve educational experiences. we have a good plan for how this is going to be used. i think it's a worthy plan, worthy services for youth that desperately need greater opportunity in life. i will be supporting th

the request to pull you off now that it is before the committee i am proud that you and supervisor avalos are on as co-sponsors and the point that you made about youth organizations and we did also have the department of children youth and their families as a key part of this and that is an effort that the young people are aware of the resources around them. this is one piece of raising awareness of the domestic violence in the workplace and also making sure that people know of all of the resources around them. and another piece of our efforts with the domestic violence and the commission on the status of women is also to strengthen the city's domestic violence by creating clearer department plans, a key point person in each of the departments, to identify the signs of domestic violence and to have action plans. and we are looking at other cities and how they have workplace domestic violence policies and there is a budget analyst report that we will be analyzing soon but i am proud to have you on as co-sponsors because i know of the great work that both supervisor avalos and you. and what
