supervisor avalos. >> thank you, madam clerk. as we know, it's black history month and i'm delighted today to offer a commendation to a worker in my district. black history month is a great celebration, but we have to do so much more as a city to really support our african-american community. just this last weekend in my district, we lost another african-american man, a young man named lawrence collins. he was 18 years old. he was someone who grew up his whole life in lakeview neighborhood as it's often called in my district. he was found at the rec center on the playground of the rec senterra round 6:30 at night. i can't imagine a workplace that shows how we as a city have not really made our parks and our communities safe. than someone being gunned down in a rec center. * this young man has been a member of many community-based organizations and gotten support from the city and he's recognized that support over the years that he's gotten. and while we provide individuals with experience and opportunity, we don't provide that ty

we used our local hiring ordinance and i want to thank supervisor avalos for his leadership on that, such that in this deal 40% of new entry level permanent jobs over the next decade which target residents from our southeast neighborhoods, the western addition, the tenderloin, mission soma, the outer mission, excelsior, and chinatown will be the case. i know a number of you were very passionate about making sure that we had additional funding for work force training and i want to thank supervisor cohen for her efforts in this area. we have doubled the amount of money in this agreement to ensure that we are providing additional work force training now to the tune of $4 million. another policy area that we focused on in this development agreement, the term sheet to the development agreement has to do with transportation. there have been a lot of concerns about the possibility of 28,000 car trips which would create massive congestion around cathedral hill. in addition to the fact that the hospital at that site will be half the size, the parking garage is actually going to be 200 spots l

chairman, supervisor avalos, as we report on page 6 of our report and indicated by the mayor's office of housing this morning, although the city would issue the proposal multifamily housing revenue bonds the obligation to repay the bonds would rest on the project and the obligations of the project developers are such that the city will incur for financial liability from the issuance of such bonds. we also report that the city would based on the amendments to this ground lease the city will potentially have received an estimated $161,000 from surplus cash under the existing ground lease, in addition to base rent, as compared to an estimated $78,506 under the proposed grounded lease that is a reduction of $82,500 over a 15-year period. in addition, as a result of the proposed amendment to the surplus cash, the city would be some what less likely to receive any surplus cash which the project may generate each year. we do recommend that you approve this legislation. >> okay. thank you very much. any questions? >> okay. seeing none, at this time i would like to take public comments on item
