supervisor avalos. >> thank you madam clerk just a couple of items for introduction. one with the cosponsorship of supervisor kim i am introducing an ordinance that will clarify that the inclusionary housing program applies to group housing projects and it's housing that doesn't include an individual kitchen for each dwelling unit like a boarding house. the program was created in 2002. the program is based on the fact that building more luxury housing increases the need for low income workers and increases the demand for affordable housing. the inclusionary housing program has been designed to a wide range of housing. the definition of housing projects with this requirement has explicitly included group housing. at some point the planning department made an unofficial determination it wasn't included in the program. however this determination was never formalized a zoning administrative determination which would have been appealed to the board of appeals. therefore we only became aware of this unofficial policy and recently developers have proposed a number of market

children and our city stake holders group, the mayor's office, the superintendent's office, supervisor avalos' ofrs and the youth commission and many other people that were involved. we have made a number of amendments to the composition of the council and to further clarify its functions and duties so we had introduced this over a month ago and been working with all these different people to strengthen the language so we would have a successful council. so let me go through some of the amendments without going through every one of them, but just in general. the most significant change is the size of the council. originally we had the mayor was to appoint up to 18 city members, including himself, 18 and then there were going to be 18 san francisco unified school district members and 18 public members. almost everybody agreed that this body with 18, 18 and 18 would be way too large. and then even though we're cutting it to 14 we also realize this will be large, but it's to be inclusive. we needed to do this. so we have chosen 14 members and we all agree that the 14 members for city members inc

let me say i'll follow up with supervisor cohen and breed and avalos and campus. i think the hearing and the testimony has been valuable, eye opening. i'm in agreement with many from the community speakers that the racism and sexism home phobia and bias is systemic in the police department and other departments as others said. it is embedded in the culture and practices. there are patterns we have known for generation jz many years. suggestions have been brought before. my hope is the 5 of us work with colleague squz the mayor to think about how we dist rupt these patterns. it is critical that we insure we have data. whistle blower programs and reporting conduct and racism comment is critical whether the cleef can do that as a directive or whether it happens at the board level, those are questions we'll look at. screenings of officers for red flags of biases and other patterns. trainings when the academy or field training program, how we sustain key antebias and bias free type programs is critical. i like that a number of people said when you do anteoppression and

i appreciate the line of questioning by supervisor avalos. i think even if it's clear we don't have laws in place about those that come from the private sector into the government negotiating contracts with the former employee i do think it's an issue that we should be careful about and i question the judgment of the department in allowing this individual knowing their resume to negotiate this contract, but that's not actually where my line of questions are. my questions are around the armed services. i -- a number of times when different security entities have come to our office -- for example, you see hastings asking how they felt about using guns with security service? i have been uniformally opposed to arming our security officers. i think in general we need to limit and reduce the number of guns on our streets and i have a lot of questions about the training that the security guards get and why we think we need armed officers at the sfmta and i know officers are used for high traffic areas where there is a lot of cash handling. let me pu
