david axelrod said, well, this isn't politics. everything the president does nowadays is politics, for better or worse. that's what you're seeing. people are distrusting the president's motives or the administration's motives. it is not just about the speech, it is about the lesson plan. i think it is unfortunate. i think -- it almost seems a shame to say what's the harm in a presidency? i think the president should be given the opportunity -- >> the governor of minnesota said the only issue with this is that it's uninvited. there's a sense that it's being fois ted on the schools. there were lesson plans that encouraged students to write letters to say how they can help the president. >> i traveled to afghanistan in february of '02, we took with us letters from students in our own congressional districts, i was along with seven other members of congress to deliver letters to the students in afghanistan. we asked them to do it. we thought a clever and smart and interesting way for kids to connect. i wish when i was in fourth grade

but first, the president's senior adviser, david axelrod is joining us live. welcome back to "meet the press." >> thank you, david. good to be here. >> so here is the state, the landscape the president now faces on health care. a poll this week shows the majority of americans oppose, 51%. republican leaders in the past few days have been saying if the president is going to speak before congress it is time to hit the reset button and start over. will he? >> well, look, first of all, understand that when people hear the details of where the president wants to go, bringing stability to people who have insurance today and security for them and helping those who don't have insurance get insurance, they support this plan. so the president has an opportunity on wednesday to speak to the nation and the congress on this. i think that he'll in gender great support for where he wants to go. we have been through a long debate, all the ideas are on the table, it is time to bring the strands together and get the job done for the american people here. >> is this his plan tha

. >> couric: david axelrod is senior advisor to president obama. mr. axelrod, president obama's given nearly 30 speeches on health care, he's mentioned it in more than 90 other speeches or during other remarks. so how will tonight be any different? >> well, katie, i think we're at a different point in the process. the president made a decision early on that he would lay out some principles and challenge the congress to meet those principles. tonight i think he'll be more prescriptive about where... how he finishes this process. there's 8 20% agreement among all the bills that have been done in all the committees and so there are some remaining issues that have to be resolved to finish this and i think the president will bring some clarity to that discussion tonight and will help the country understand exactly what it is that he proposes and how it would work for them. >> couric: in fact, a recent cbs poll shows that 6 20% of the american people say president obama has not clearly explained his plans for health care reform. two out of three say the plan

axelrod, i know it's been a very busy night for you.re, rachel. thanks for having me. >> let me first ask you about something i would never have expected to be asking you about. unexpected moment in the speech tonight when the ap says it was republican congressman joe wilson of south carolina who interrupted the president's speech to scream "you lie" at him. was that an unanticipated microcosm of the character of the health care debate so far? >> well, it was certainly unexpected moment, and, you know, i will let congressman wilson describe what he had in mind there. i had never seen it before in a presidential address. and it was unfortunate. but i think the president soldiered on. he was undeterred about that. and i think most people in the room got the fact of what he was saying is they have a mutual responsibility to deal with a very significant problem that is crushing families and businesses and government itself, than has to be dealt with. and at long last, we have the opportunity to do it and people ought to join in here and ste

here's national correspondent jim axelrod. >> reporter: president barack obama urgently convened his flu team at the white house today. >> i don't want anybody to be alarmed, but i do want everybody to be prepared. >> reporter: the h1n1 virus is different than most flu strains. young people are 20 times more likely to get it than people over 65, so the start of school is raising the concern level. the president says the vaccine program is making steady progress. >> this program will be completely voluntary, but it will be strongly recommended. >> reporter: but infectious disease experts aren't so sure. flu vaccines are in trials right now, but the earliest they could be ready is october. a spike in the h1n1 virus could come sooner. >> the question is not can we produce enough vaccine over time. can we produce vaccine quickly enough to get it into people's arms before the disease gets here. >> reporter: since the first outbreak of the h1n1 virus last spring, more than a million people have been infected. 553 have died. public health officials are preparing for a second surge as school

david axelrod said to me, the president today will say he still favors it. he won't say he has to have it, buhe still wants it. but a key senator, max baucus of montana today said this. >> i think, frankly, with increasing conviction, that a public option cannot pass the senate. >> he says it can't pass the senate. nancy pelosi says they need it in the house. where do the democrats stand? >> reporter: and the president couldn't resol thv dispute, which is why he's talking about it tonight, saying he supports it but not going to draw a line in the sand. what this means, charlie, is that basically the president is kicking this problem down the road, until this issue gets to a conference committee, where he'll have to try to solve it again. but he wasn't able to solve it before tonight. there's going to be a vote on it it won't go through the senate. >> there is still a long way to go on health care reform but the debate will crystallize with the president's speech tonight. and as we said, presidential addresses to joint sessions of congress are rare. president

joining us in our strategy session is the senior president advisor david axelrod.on, going say that the so-called public health insurance option, a government-run health insurance company to compete with the private health insurance companies, is he going to say that that's absolutely essential? >> what he's going to do is deliver a plan that will bring security and stability to people who have insurance and will help people who don't have insurance get it and bring down the cost of the whole system. and he believes in that pool that we're going to create for uninsured americans and small businesses would be helpful in bringing competition and choice, he thinks it's going to be good for consumers and he's going to make the case for that. he's also going to make the case that this is not the essence of this debate, it's one of the tools and there are other ideas out there to bring competition and choice that are worthy as well. >> including what they call the cooperative option, a series of health insurance cooperatives that wouldn't be the public option, but be som

. >>> making the rounds on the sunday talk shows, white house adviser david axelrod said a public plan isn't a core issue in health care reform. when white house spokesman robert gibbs was asked if obama would veto a bill that didn't include the public option, gibbs sidestepped the question. one idea making the rounds again here, a public option as a backup plan. >> i think he has to say that if there's going to be a public option it's going to be subject to trag to a trigger. in other words, if somehow the private market doesn't respond the way it's supposed to then it would trigger a public option or government-run option. but only as a fail safe backstop to the process. >> critics say the trigger method does nothing more than let insurance companies off the hook again. they note the insurance industry made a similar pitch back in 1994 but didn't clean up their act. >>> deep fried candy bars, bacon burgers. sounds pretty good. the minnesota state mare is serving up some of those pretty unhealthy fares. but it's as good a place as any for a healthy debate on health care reform. that i
