barbara.well, substance abuse may not be the highest priority among the disability world because the disability community has so many needs, this one-it really has to come into the forefront because it has an impact on every other one. if you have a substance abuse problem, you're not going to be employed, you're not going to get good health care, you're not gonna have a place to live in the community. so i think it needs to move up the scale. dr. clark. well, we've heard my three colleagues comment, and their comments are very substantial. we can anticipate having more resources with the affordable care act, but we must do, however, is make sure our programs are trained, they have staff that are trained, they are prepared, they have the information systems that will allow them to link up with other resources in the community, whether it's housing, employment, child welfare, criminal justice. we want to make sure that these programs are able to address the unique needs of individuals with disa

buchbinder and barbara and the commissioners, congratulations.se days it is so difficult to land federal grants, so matter where they're from and it only takes the dedication that you've identified, the people who worked on this very hard to put together a grant specific to modernize our aids research office and it's absolutely needed. i remember in the early 1980's where we joined three major cities of the country, this city and new york and los angeles, where the initial aids research got started and we are concentrated in our areas but we understood that this epidemic had to be studied further to make sure we were on the right track to discover not only breakthroughs but prevention ideas that would be directed at curtailing this epidemic. so you fast forward the 25, 30 years since that time, and we need more of that research done so i am glad this money was identified. it's going to be very helpful. the $9.5 million of aid from the national institute of health. this is almost miraculous. you don't see these grants very often to public agencies

[applause] so she does not know this but today we would like to celebrate her. as -- she doesn't even know i'm connected to her and in the '80's, she worked in watsonville and worked in getting people who didn't have food, food. and for a very short time, i was a child teenager, let's say. i was a teen in the early '80's and we didn't have food. we were there a few months doing migrant work and i was there hungry. because of a project she had done as a child she didn't even know, my family had food. this is the type of person i can believe in because for all of these years, she continued to say, you need food. let's get you that. you need health care, let's get you that. so today i'm going to have one of our other volunteers for the garden we have. how many of you know about ph.d. garden? a few of those. this is one of my favorite things. another thing barbara believes in is sustainable food, having a safe place people can come to every single day and being in a space, be comfortable.
