occasional sprinkle may get up toward the d.c. metro with the better chance in southern virginia and across the carolinas. you see this weak upper air feature trying to move east while the moisture is coming north. high pressure will briefly build in tonight and tomorrow but not strong enough to keep us completely squelched with the shower activity. futurecast pretty quiet today. isolated showers this evening in the mountains. partial clearing tonight. tomorrow in the afternoon we're going to see an okay start. in the afternoon spotty showers once again popping mainly north and west of poolesville on whites ferry road near partnership road. police and fire just responding there. around the capital beltway, interstates to get there, nothing is too out of the ordinary. if you normally use 108 to and from georgia avenue on the west side of georgia, not going to be able to do that for quite some time. looks like a lot of equipment on the the seej of this he -- scene of this head-on collision. sky 9 has been checking that out for us. brookeville road a decent option for you leaving the intercounty connector, an east- west route to the south. but 108 remains closed. eastbound traffic diverted. westbound i wouldn't go any further west than georgia. they were trying to turn you around in the park which isn't working too well for westbound travelers. go to our cameras and check out the ride on the beltway heading into silver spring. fairly typical volume. the outer loop heading west to college park around toward colesville, georgia avenue, lanes have been open. travelers right now along the 50 corridor in cheverly, it's been looking decent out of bowie making your way into cheverly or just slowing near 202 to get to kenilworth and new york areas with lanes heather's disappearance, 32-year-old jesse matthew, jr. is in a charlottesville jail. he will be arraigned thursday on the charge of abduction with intent to defile or sexually molest. meanwhile three weeks have now passed since anyone has seen a missing brother and sister from montgomery county. sarah and jacob hoggle's father has not given up hope for finding them. he handed out fly years yesterday showing the family -- flyers yesterday showing the family's two vehicles. they're asking germantown area businesses to check their surveillance videos from september 7 and 8 for possible footage of the vehicles or the children. their mother catherine hoggle is in custody in a mental health facility. so far she has not told anyone where the toddlers are. >>> coming up later today the supreme court is going to consider possibly reviewing virginia's marriage amendment. virginia law currently bans same-sex couples from marrying. >> the aclu in fact sued claiming the state's ban is discriminatory and violates the constitution's 14th amendment. two lower courts agreed but in august the supreme court issued a stay keeping the ban in place. we should learn next week whether the court will appeal -- will actually hear that appeal. if it doesn't the stay will be limited and same-sex couples will be able to marry. >>> it could be two more weeks before u.s. air travel gets back to normal. >> that's because the air traffic control center handling flights in and out of chicago won't be fixed until then. crews are at work rebuilding the center which was damaged by a fire friday morning. police say a disgruntled worker set the fire and them attempted suicide. it left many people with the option of spending a lot of money or sleeping in the terminal. >> a couple of people were down in the roadway so that's going to be closed for a good while it looks like. an accident -- dealing with the accident on clopper road west diamond avenue right near 270. and police are on the scene there at the wreck. looks like eastbound is more impacted there on web diamond avenue. 270 volume delays still into hyattstown getting through germantown and gaithersburg with lanes open. maryland drivers getting into cheverly have had volume delays but no accidents. 66 your slowest trip getting through manassas. again in centreville. fair lakes to get into fair oaks, lanes open to the [ stand by for captions ] >> we're looking at all this moisture thanks to this area of low pressure down in southeast virginia, northeastern north carolina which brought upwards of ten inches of rain across parts of southeast virginia and still raining heavily with active flood warnings in norfolk. if you're going down there the next few hours, keep that in mind. for us winds out of the east. a few sprinkles showing up near calvert county all the way up toward areas in anne arundel county as well. we've got coastal flood advisories with the easterly winds. this stuff is going to work its way from east to west. so that's why we have the forecast for spotty showers and occasional drizzle. the guy in smithsburg saying he has drizzle up there in the low 60s. about 63. prince frederick was 07 last check. winchester 63. leesburg, martinsburg all at 64 degrees. another look at our michael & son weather camera, we have broken clouds but mostly cloudy. 70 degrees at reagan national with a north, northeast wind at 9 miles an hour. that's a cool direction for us as the water temps are in the low 70s right now. a lot of clouds socked in. that will be the case. heavy rains in southeast virginia and the lower part of delmar advancement that's going to -- o'dell mar v.a. that's -- the delmarva. that's going to be east. nothing terribly heavy. i don't think the rain will be too widespread. that's where the yellow alert is marginal and might even drop it by lunch time. in any event, lots of clouds. temps in the 70s today. tonight we'll drop back into the 60s with mostly cloudy skies. on wednesday we'll start with clouds but looks like we'll get some sunshine. slight chance of a shower over toward areas east of the bay. then look. see cleveland here wednesday evening? that's a cold front. we'll track that because that's coming here for thursday evening. so thursday turns very warm, humid ahead of it. by 4:30 thursday, notice from frederick in hagerstown back west, we have showers and storms. blue ridge west out to the shenandoah valley and the mountains. we'll have to watch this because ravens and steelers thursday night. this line of showers and storms approaching right near kickoff perhaps. hopefully the timing will change. but for tail tailgaters, you have to consider that. today a little bit below average. average is now in the low 80s. we'll only be in the mid-70s for highs. looking at your three-day forecast, temperatures will be dopping out in the mid-70s -- topping out in the mid-70s. 60s tonight. upper 60s in town. hot on thursday. i think we'll make a run toward 90. late thunderstorms. i'm going to keep it green. in yellow alerts. i think it will be mainly after the rush hour. if it looks like it's going to affect the evening commute, we'll have to upgrade thursday to a yellow alert. saturday showers. 47 may be optimistic. sunday looks good for the red skins home opener and 77. >>> we've been making phone calls. we've been trying to figure out why this road work is still in place on the side of i-95 right here near route 198. take a look at this delay from like route 32 right now all the way down to 198. this is what you have to deal with. this is at route 32. can you believe this? can see the slowdown on the bw parkway and route 29 which is -- that's why it's happening. everyone is using that as your alternate route. you really don't have any options. a pedestrian struck in route 7 at springvale road in reston, there was a serious crash. the intersection was blocked on the westbound side. that was clawing delays through -- causing delays through that area. the dulles toll road is fine. 66 is about a 31-minute ride from manassas to centreville, just that stretch from about route 234 to route 29. beyond that you're in good shape all the way through fairfax really inside the beltway is where you're going to slow down again trying to get in toward the district. over on 95 slowdowns of course as you travel into springfield coming up from lorton and 395 in the more. nikki? >> reporter: good morning. katherine hoggle has been in police custody for a couple of days now. since she's been arrested on friday night, she hasn't been cooperating. she told police she doesn't know where her children are, just saying that they're safe. let me give you a little bit of background on this case. catherine was apprehended on friday night but her children, two-year-old jacob and three- year-old sarah have been missing for six and seven days and hope is dwindling. a search party has been in effect for the past week and her family had been organizing the search party in addition to her father. c.r.a. run had been on the -- catherine had been on the run till friday night when she was caught after a tip from the public helped police find her. family members and friends have been searching neighborhoods knocking on doors, handing out flyers, asking people to just keep an eye out for 2-year-old jacob and 3-year-old sarah. the children's father and catherine's husband was helping to lead several of those search parties. >> i just ask everyone to continue to pray, continue to help. if you're in the community, you know, i can use any help that we can get through searching, passing out flyers. >> reporter: catherine's family echoed his sets sentiment also -- sentiment asking for help. if you see them, be sure to give police a call. we expect to there will be several clinics this week where students can get vaccinated. many ever the stiewnses -- of students are in seventh grade. that's because new requirements went into affect for those -- effect for those students this year. they now need tdap and meningitis vaccines. they will be offered this week at the clinics and they will forward proof to the district if you attend one of those in rebuttal, prosecutors referred to jonnie williams as a criminal saying yes, he's a criminal, he bribed the governor. maureen mcdonnell's attorney called prms a predator saying he took advantage of the gullible and trusting first lady. prosecutors argue mcdonnell knew exactly what jonnie williams wanted and he used his official capacity as governor to ing the timeline from the period in question, they told the jury for every gift the mcdonnells received, williams got something in return. mcdonnell's attorney also argued williams never got anything official from the governor. he it's coming out of prince william. it's crossing 95 in springfield here with a light shower, but really when you get into extreme southern prince george's county, charles county, that's where the activity really starts to pick up. you see the reds here, these are some heavy downpours between la plata, 301, dahlgren. all of this moving toward colonial beach, down toward newland and into st. mary's county and calvert county, a little bit after that we're starting to see things lessen around i-95 but the whole area is moving east, maybe slightly north and east at about 30 miles an hour with a little bit of lightning with heavier downpours. looks like it will be toward leonardtown, solomons 7:26. madison 7:51 and cambridge on the eastern shore just after 8:00 at 8:07. there's one other little area of rain, lighter showers which have been coming through winchester to berryville and charles town. doesn't look like it's much more than a couple of sprinkles there. the michael & son weather camera, showing neat little bits of pinkish red in the sky. sunrise 7:38. or was it 6:37? they were stealing. they stole $56,000 out of my account, every penny that i had out of my 401. i had receipts. i put in $37,000. i got a receipt for $50,000. so that meant basically the department of corruption basically gave them a ticket of $50,000, you deal with this problem. you get rid of the problem. i'm at a stage in my life that i don't really -- you know, i don't give a rat's hiney about what people think. i've always been asked if i was from "back east. b 4 million at his new job. those are some of the latest jobs on c-span radio. host: we'll spend our next hour this morning focusing on the over common core. thomas b. the fordham institute and neil m mccluskey. invective to lace discuss the best educational methods. gentlemen on opposite sides of the common core debate. debate on rting the the facts, what are the facts we need to lay out on the table to get the conversation going. guest: i think the main disputed facts are where did common core come from and what it? and i think the stories kind of gotten on the side of this, but the facts.n right to common ity is that the core of these standards came from the national governing ssociation, the council of g state school officers that are two private organizations but epresent membership organizations from state level officials. they're not exactly state. the federal ot government. that's been a big dispute. he federal government was heavily involved in pushing the common core and probably for ace to the top and through waivers out of no child left behind was able to pressure a lot of states to join the common core. it's also true that the common state nt selected two create tests and they have control of what's in the tests. that's reality. the federal government, but it's involved. how much of it is just standards, in other words, what do and how much is he curriculum saying how it will be done. begins to box in your curriculum and asks you to do certain things to get to common core. common porter of the core. any of the facts in dispute? guest: no, neil said i well. of whatying to be clear the facts are. mention, for example, the federal rule. this is something that's on the right has many conservatives upset. understandably. we don't want e the federal government involved in writing standards or prescribing curriculum. started are that this out as a state-led initiative was even ack obama presiden president. momentum in the states. it's playing a role with the with race to the top. doesn't mean it's a federal mandate or that the government but iving the train, there's a federal role. so we're trying to put the basic have a real us to discussion about whether it's going to be good for kids. this is going to help many more young people in this country get ready for a good paying career and that will affect the challenges in this country. i agree about a lot of the problems that we have an education system that's not be.forming where it needs to my view is common core will help to fix it. won't do it all by itself. it will be important. i know neil disagrees. i want to show some folks who may be new to the common core debate. year or raging for a so. common core polls. howing up here for our radio listeners, education standards for k through 12 in english math, ge, arts, and designed to ensure high school graduates are prepared to enter college or workforce by the council of chief state school officers. adoption by tary states of common core. mccluskey, why do you oppose? uest: we need to approach the voluntary vote. states were not required, but if hey want a realistic way of getting race to the top category, there was no choice. and no child left behind set expectations. 2014, every child would be proficient in math and reading. the common could use core which they essentially had to adopt if they wanted to win top money. host: for folks who may not know, how much money are we talking about there that was on table? guest: it was $4 billion. and remember time the important too. so this was at the low point of recession. and so the federal government is saying to most states, look, if money, t part of this there are lots of things you have to do. one is adopting college and career-ready standards that are common to a majority of state ifs you want to maximize your chance of winning. it's not voluntary. if you are a state representative or you're a overnor or you're a state school chief, from most states to say, i'm just not going to ry to get that money, because most people say, why did you just give up on getting the millions of dollars that we desperately need. and then the waivers, everybody a wall ng sort of like in 2014, everybody was supposed proficient. it was understood long ago that wasn't going to happen. two choices. they generallych agreed to, or they have their college tem and universities say their standards ready.llege and career not voluntary in the sense that ramifications for not doing it. there are serious ramifications. taxpayers live in states and to send that money to the federal government. and so i want to mention -- disagreeing to start on what we wrote here. ike just said there was real mow money tum on the state level before the federal government was involved. there wasn't, what i can see. pushed every state to adopt these things were the race to the top. dates, it was the almost exactly at the deadline the race to the top called for. out on this set debate in the next hour or so in the washington journal, we want viewers to call in. questions and comments on common core. 202-585-3880. teachers, 202-585-3881. others 202-585-3883. those are all open. we want to get you respond. >> sure, let's talk about why we core.omething like common we have an education system that we've been working on trying to reform for decades now. we've made progress recess. if you look at how the lowest performing kids in this country doing, minority students, low-income students, huge gains reading, math, el meant bry school, middle in the most assuredly, 1990s and in the 2000s, we embraced testing standards, accountability for a all of the of that. there are many. the evidence seems to indicate we saw significant gains in student achievements for those kids. the problem was the standards the tests were so easy, all of the pressure was getting the lowest performing over a low bar. it wasn't doing anything for the rest of the kids. system he kids in the were going to be proficient no matter what. now we have the problem, kids education hrough the system. every year, they're passing their courses, getting good rades, they're passing these state tests easily with flying colors. and the education system is their parents d and educators and the taxpayers, everybody is going great, fine.thing is then millions of the kids get to age 18. they show up on a college campus i'm sorry, you're not ready to take a credit-bearing course or they employer and he the employer says i would love paying job,the good but you don't have the math, the reading, the critical thinking we set ou need, because the standards too low. the revolutionary part of common core is to say the standards of k-12 education system should comes ed up with what next for students. it doesn't sound so revolutionary. but for the education system, a dramatically higher standard than we've had before. that's what we're all about. issue of the e federal role, again, this is something we can debate. e can both agree, it's not a federal mandate. but there was a federal role. for some conservatives, any role disqualifies it. i don't love there was a federal role. i'm concerned about accountability and better outcomes. so i'm willing to take -- look and say, s and cons look, on the whole, what this means is our schools are aiming higher standards than they have before in almost every state. and i'm hopeful that's going to learning more and many more kids ready for what's going to come next with college or career. a supporter of common core, how concerned are you about polling numbers on common gallup poll on this, do you favor or oppose having teachers in your have common core state standards to guide what they teach? 60% 33% say they favored, saying they opposed. and as you have noted in some of our writing on this, those numbers are down from the years before. absolutely. it's concerning. not surprising there's been a to year negative campaign try to drive down the poll numbers of common core. it's political campaign, they attack ads, drive down the numbers. if you like the idea of higher idea rds, do you like the of making sure that the schools are held accountable for the ready level.r the there's still overwhelming support for the idea. the here's no doubt that brand -- the words common core turned been very much into a negative. right. the you can see them reacting negatively on those terms. guest: a negative campaign. way to putnteresting it. what we saw because of the heavy federal pressure, most states before common core anybody knew what it was. the thing was no one knew what was.common core host: as you speak through this, the states that adopted common core appearing on this states have the not adopted common core, the yellow states on the map as follow along as we talk. guest: you start to see states hat adopted it started to drop it. especially moving out of tests, but some states are moving out common core, the entire thing. and the reality was, there was this negative campaign the last because a couple of years ago, districts and parents confronted with the new standards. they said what are these? where do they come from? hey didn't like them in many cases. they were confronted in math in ways that they didn't understand, that department make th -- didn't make sense to them. started to do research, look at common core or national standards. base thatt a research says national standards or state standards drive higher results. and you've got people across the board, experts who will agree with that. and them they found that the itself department have much of a research base to say, we've tested this, we know it's going work. people found that this was really a hollow thing, but it's them.ing being imposed on and they started to say, stop, this is something that's being on our kids. there doesn't seem to be much basis for it. and, of course, we're going to resist it. and people who are going to it, to me, anyone, people say, hey, we got what we ago, they're surprised that when the public became more aware, there was a big growth in negative response to it. host: the associate director or the center for education freedom at the kato institute. michael petrilli is the thomas bthe fordham institute here as we talk about common core. and the debate over common core. are open.lines umbers for parents, teachers, all others. jamie is calling for clarkston, michigan. good morning. caller: good morning, thanks for having me on. for common core. i have grandchildren, they're graduating from high school. and i always believed that reading was fundamental. they don't want to read a book. all they want to do was do their it.work and that was i never saw them pick up a newspaper. i never saw them pick up a book. now some of them want to go to college. prepared.'re not kids have to be prepared to go to college. they need math, they need reading. and i'm from the old school. writing, and arithmetic. that's what i was taught. in the hat we need back schools today. that's all important. we need math, even though we say we don't. we need reading, we need all of those. and -- host: the kids are not prepared today?
