later when we talk about ida b wells and lynching, we will talk about the legacy of the union and republicans withdrawing that commitment. the commitment to domesticity, though, continues and takes other forms. let's explore some of those forms. emancipation being the first of the five areas of want to talk about. the second one is economic policy. we might not see an immediate connection between a national banking system and domesticity, but i want to make the argument just with one example that the way the republicans talked about the tariffs. let me talk about them first. what the republicans argued they should do, and the policies they enacted were what they called a protective tariff. anyone who manufactured particular kinds of textiles or steel or sugar or wool or a bunch of other manufactured products you want to do shift them into the united states had to bring them to a customs house at one of the designated u.s. ports and they had to pay a tariff. there was no federal income tax, most of the federal government's income came from tariffs. the idea was to protect u.s. manufacturers by
