luis de baca here. he will make some remarks and to take your questions. without further ado, i will turn it over to ambassador de baca. >> this morning, the secretary unveiled the annual trafficking persons report, which is for the secretary to report and rank on the progress the countries are making to fight human trafficking around the world. human trafficking to find an american law and international agreements -- is defined as taking labor or persons through force or coercion. in effect, modern slavery. this looks at the effect of the global economic crisis on the human trafficking issue. the report says that at a time of economic crisis, the terms are more vulnerable. affected communities are more vulnerable, and persons who are under economic stress are more likely to fall prey to the wiles of the traffickers. they get their victims -- and they give their victims promises of a better life, the ability to earn money if they are to travel abroad for work. often what we see is reflected in your report this year. it is the notion of large, up- front pay

there are accusations of genocide in short baca. -- genocide is going on right now in darfur and in sri lanka. does germany have an extra obligation to take action to prevent genocide in other parts of the world? >> with respect to the confidence-building measures or next steps, again, i will be bringing george mitchell back into the region. he will meet with the parties involved. i think i have said publicly and repeated in the speech some things that are going to have to be done. a lot of the tension has been given to my statement that the israelis need to stop settlement construction. i recognize that it has received a lot of attention in israel as well. keep in mind that all i have done there is reaffirming commitments that the israelis themselves have already made. i recognize the very difficult politics within israel of getting that done. i am very sympathetic to how hard it will be, but as israel's friend the united states has an obligation to just be honest with that friend about how important it is to achieve a two-state solution for israel's national security interests as well

baca: mr. speaker, i've introduced h.r. 2681, the proud act, which will allow motivated students who are immigrants to apply for u.s. citizenship. america is the land of opportunity, and it is wrong to punish innocent young people who came to america by no choice of their own. a high school graduate upon turning 18 may apply by presenting the transcripts to prove they have completed grades six through 12, to know they are of good moral character. the proud act will be a positive impact on schools and communities throughout the nation. this is one piece of the puzzle. there is more that needs to be done for comprehensive immigration reform. today, the president will hold a long anticipated meeting about immigration. now it is time to act. we need reform now more than ever. i urge my colleagues to support h.r. 2681, the pride act, and work towards comprehensive immigration reform. i yield back the balance of my time. the speaker pro tempore: for what purpose does the gentleman from texas rise? mr
