what will you listen for from governor bailey today?.k.,: i think in the again, i think it is a question of willingness to do more, and we do think that will be there. think theagain, i question around the forecast, and whether or not they are overly optimistic, i think in our view, they are reasonably in line with what we are expecting. these are forecasts that roughly bring the economy back to where it was prior to the crisis, not until the end of next year, so that is still, i think, consistent with a very gradual normalization process. i think the bank of england -- and i think we have seen this similar tone with the ecb and the fed, that central banks that really are willing to act very aggressively, to kind of do what it takes to act very rapidly, even relative to some of the big interventions we have seen over the last 10 years. w shape that, the you say the market is not priced for in terms of a recovery, if the market starts to price for that, what would you change in your strategy? andrew: i think we would have to change a num

bailey: we've made a very strong commitment. this is more and faster than the bank of england has ever done before, and we will go on assessing what needs to be done, so i don't want to overdraw that distinction. vonnie: is it something -- francine: is it something actually dependent on the length of the amendment? bailey: it is dependent, first of all come on how the pandemic evolves. it is dependent also on how the public health response evolves because a key determinant of the path of the economy has been the necessary public health measures. so yes, it is very dependent on that. francine: so what could you do? qe, forley: more instance. we are keeping options open. two of my colleagues on the committee voted to do more qe now. other members of the committee thought it was a sensible decision to take in our next meeting, when we may have more information. francine: are we any closer to negative rates, or is that just not an option right now? gov. bailey: we are not ruling anything out in terms of responses. i don't want to sa

bailey to keep that negative rates story under consideration.anking does commercial respond to this? what have we learned in continental europe about given bank response to these tendencies? of course from a commercial bank perspective, it depends on one of the others around that because there are a number of exemptions in terms of various deposits which have alleviated some of the full effects of negative rates. and of course there will be structural rigidity in terms of bonds in the system that are not set up for that negative rates spectrum. i think talking about negative rates could actually be almost as effective as putting them into place because you have opened the possibility that those negative rates could come into play at some stage. it reminds the market that there could be a penalty to be paid for hoarding deposits. and there is a necessity or a compulsion to try and encourage people to spend, both at the consumer and corporate level. the threat of action may be as effective, and certainly the evidence in terms of the effectiveness

we will speak to the governor of the bank of england, andrew bailey.nues investigating the source of the coronavirus as britain prepares to ease parts of its nationwide lockdown. matt, how do futures look? matt: futures are still pointing higher. at least they were when i looked 10 seconds ago. the gains are not big. you could see a turnaround in today's trade. dax futures are only up 0.02%. as we start to see indexes trade and they are just opening now, you could see gains. up and could come out of the gate in positive territory. it is trading up 0.1% or 0.2%. the euro stocks index is down a little bit. we really can call that safely unchanged. the ibex in spain gaining 0.7%. you can see that spain is doing better than the rest of europe. the cac is up in paris 0.5%. as we wait for the dax to open, there you see it now up 0.3%. it does look like european are up across the board. anna: let's get to our guest this morning. european markets opening. the bank of england signaling it may need to do more to come but the coronavirus slump. policymakers voted

andrew bailey testifies in front of lawmakers today. a lot of central-bank action. global coronavirus cases near 5 million, as one report throws cold water on moderna's vaccine testing. that is what drove stocks lower yesterday and now we see futures down here, up in the u.s. and asia, say mixed picture. j.p. morgan joins a goldman sachs in saying that further quantitative easing is needed to cap bond yields. the u.s. is so strong a billion dollars of 20 year treasuries today and it looks like a lot more supply is getting mopped up by the central bank. an hour away from the start of cash equity trading in europe. take a look at the picture here. arrowslooking at all red in terms of futures, euro stoxx, ftse futures and dax futures are down. if you take a look at the u.s. futures picture after the downturn yesterday, you will see green arrows, as the s&p, dow jones, nasdaq futures traded up about 0.5%. different reactions i suppose to that moderna report around the virus or lack of detail in that report. let's get some breaking news. we have headlines coming through

the bank of inland governor andrew bailey offered yet another hint that more bond purchases are on thehat they expect quantitative easing from the bank and that policymakers have kept options open to do more than the 200 billion pounds they announced in march. david bloom is our guest this morning. do qe, what kind of scale up you expect from the bank of england. and is sterling already pricing that scale up? david: i think it's far as pricing in, as i indicated example, new zealand, the u.k. talking about theseu can't just trade one at a time. what really is happening for the moment, the relationship to risk. i think the impact at the moment on sterling is incredibly limited. it doesn't matter what you do practically. what does matter, if you come out of this, if you have a u-shape, you more buying power. you keep pushing, keep pushing. economy that does not really have massive fiscal firepower. for four years, another 7.5% of gdp set aside. point, sol starting that is the issue. i think the monetary responses are maxing themselves out. i don't think these negative rates matter. it is

i thought it was a fascinating interview that francine had with andrew bailey.e is not following governor carney. he is leaving the option open. we see that -- will we now see that same read across into the united states? i think that is part of the story of why we saw that seismic move in bond yields yesterday. anna: it was quite a stunning move, wasn't it? looking at those moves in bond yields, what do you expect the fed to do with that? i have read some pieces that suggested the market is trying to lead the fed in that direction and asking whether the fed will stand up and say no, we won't go there. what's your assessment of that tension? simon: as usual, i think you have nailed the challenge here. monetaryhe margin policy at the moment? we have assumed that it is at the zero lower bound of the fed funds rate. it will be bond buying and bond buying moving up the risk curve. does the marginal tool now shift back towards the policy rates and does the fed funds rate go negative? part of guessing clarity in terms of pricing will be for jay powell to set up what t
