today i took a tour of balboa park station which i use very frequently. balboa park station is a station that 10,000 people a day plus use to go to city college or get to downtown. it's our biggest transit hub outside of the downtown area of san francisco, in the whole bay area region. and it is completely inadequate. it looks like a hub that you would expect to find behind the eastern block -- an eastern block country back in the 1980s. it has not had any real substantial investment in years. i pushed a little bit to get some curb ramps which is the tip of the iceberg of what is actually needed. this is a video i'd like to show of what the conditions are and i hope, colleagues, you can actually take about 15 seconds to look at this. this is what people face every day and it's a very dangerous situation that we have. john, if you could. by bringing police officers to a school like balboa, we run the risk of making it feel even more like a prison. we have to remember our schools are not prisons. police should be in schools to allow kids to feel safe. this can only come from building great relationships with our youth and to do that we need to ensure there is ongoing proper training for police officers and educators and our resource to do all that is expected of them. so, the question are how will we measure the students are feeling safe, not threatened? it's not about the numbers of youth being arrested, but numbers of youth that feel safe and feel free to pursue learning. the number of youth that are referred to appropriate programs from after school job training to family services. so, how will youth, educators and parent community educators be involved in the process and evaluation? everyone needs to have a say in the process in order for it to work. if this is done right we have an opportunity to further mend the relationship continues and the police and to create [speaker not understood]. i ask all of you to join

i went to balboa. i went to san francisco state, and sometimes i went to city college. and i didn't too bad. but in the '80s i worked on 3rd street and in the summer you have young people come in to work. and i had a difficult time trying to get them to do the things that i asked. and, so, i kept trying to figure out, what is wrong here? so, i decided that i would ask each child to write an essay as to why you want to be here. and what i found was that some of them would write an entire page, it would not have one punctuation mark in it. some of them could not spell, could not construct sentences. so, supervisor cohen, you ask how long. that was in the '80s. so, what we have today is children who are the children of the children from that time. so, this thing has continued. somebody mentioned the prison pipeline today. that is very real and it is very scary. and we jail a lot of young black men in san francisco. $50,000 a year it costs to keep a person in prison, plus the cost to the family economically. transportation to visit, the commissary, the telephone, the e-mail

balboa park station is a place that needs enormous investment just to make it functional. and it's really not, although people use it every day, thousands of people. i'm looking at the map on page 4. it has the areas of expected growth and new housing units. 1800 planned around balboa park. i would expect that's not just in that little box area that's there, but surrounding area. in the past 10 years in district 11 we have had 6,000 new residents come in. so, there's growth that's happening. that isn't measured here in what we're projecting for the next, you know, 20 years. that i think is really something we have to take in consideration as we're planning. now, these numbers come from the regional level. we have to look at the reality of the local level as well. what does that mean in terms of our transportation plan? we have to make sure our transportation plan is actually put in place, the need to really up lift neighborhoods that don't have the infrastructure that we need. when you have fewer choices and you have to get somewhere and you have a car, you're going to get

i have been working hard to support the balboa theater and the foundation has stepped in really to help our neighborhood show strong support for it, but also at the four star theater and chinese american movie series. it's one of the only one that still continues to show chinese movies in our city and i am helping in the process to renovate the aland der theater to make sure that we restore but also maintain a small neighborhood 38 existing there. also across the city communities are stepping up to support theaters like the roxy in the inner mission and the red victorian in the haight ash bury as well and i hope the area is supportive of other efforts too and i look forward to working with the theater foundation and how the city can support more of the neighborhood 38s. they serve as an anchor to the communities and drive economic opportunities in the neighborhood and i look forward to working with you and supporting them. and in light of the big earthquake we're anticipating in the next 30 years and also to support homeowners and public safety i am introducing a resolution for federal
