the balboa pool located in balboa park. it's a 24-acre park in our system. playgrounds, ball fields are included. and this project was delayed and costs us an additional $800,000. again because of the same conversation. that negotiation, if you will, was only concluded by the intervention of the district supervisor who helped us drive this to conclusion so we could move forward with the project and get the pool open. and the challenge for us here is not just that it delayed this pool project, but we operate nine pools throughout the system. we're upgrading these pools, many of them through the 2012 bond. what we intended to do was sequence them so that there's only one pool down at a time so that people have another facility to access. and because of this delay, we're now going to have to take down garfield and rossi pool at the same time which has a reverb impact throughout our system. the other thing i would like to point out, balboa is an interesting example because it is this large complex. the requirement of primary service would have essentially put su

my topic today has to do with the balboa reservoir near city college. as you know, the upper balboa reservoir site, east side, is owned by city college. the lower western site by the p.u.c. so i just have a few points to make. during -- so there's a major development being considered for that lower reservoir site. during previous moves to put housing in the reservoir, which is '80s to '90s, serious concerns were raised about the safety of the basin, especially involving fire and drought. those are two different issues, of course, given the physical layout, a fire would pose a tremendous threat and get easily out of control into the neighborhoods. another part is in the case of drought, the city has been trying to husband its water resources, i know especially in the western side. there's been a number of engineering studies over the years, trying to discuss whether certain potential reservoirs should be used for storing water in the case of fire and other emergencies. and one, i guess, was done as recently as 2000/2002. and can i give you citations. and

this has been part of the balboa park's eac work and it is coordinated with s.f. m.t.a. and the san francisco mayor's office of housing and community development. the design would be completed in december 2019 and the plaza would be open for use in december 2021. the fourth request is to design and install conduits for a new intersection. this is a high injury location. this $150,000 from s.f. m.t.a. will cover thei the design costd the installation of the condui conduits. it will be done together with the paving project from san francisco public works. the conduit installation and paving work will be done by did -- summer 2020 at the new signals will be installed in the following years. the final request is $200,000 from the s.f. m.t.a. for the application-based residential street traffic program. this is to cover the planning phase for fiscal year 2018, 2019, which of the application was passed this june 30th. the funds will allow s.f. m.t.a. to evaluate up to 100 of the applications and prioritize them based on demonstrated speeding problems in a residential streets.

this is a project that is on 21st avenue on the west side of 21st between balboa and the two neighborhood in the outer richmond. the scope of work as a two story horizontal addition at the rear with legal rooms down at the ground floor including a bedro bedroom, full bath, and lower down. an extension of the upper dan at office and addition of a roof deck on the second floor. finally caught a spiral stair in the rear yard as a permitted obstruction. for a previous design request, the project sponsor has pulled in the guardrail 4 feet from the south property line either proposed second floor roof deck to be flush with the building extension. the d.r. requester is a neighbor to the north of the subject property and claims the extent will come close enough to the roof of her tree to damage it. the project sponsor hired a certified arborist to study the proposal and found no evidence that the extension would damage the tree. the residential advisory team reviewed the project on june 14th and found the project is compatible with that and the case does not just -- demonstrate an exceptional or
