the balboa pool located in balboa park. it's a 24-acre park in our system. playgrounds, ball fields are included. and this project was delayed and costs us an additional $800,000. again because of the same conversation. that negotiation, if you will, was only concluded by the intervention of the district supervisor who helped us drive this to conclusion so we could move forward with the project and get the pool open. and the challenge for us here is not just that it delayed this pool project, but we operate nine pools throughout the system. we're upgrading these pools, many of them through the 2012 bond. what we intended to do was sequence them so that there's only one pool down at a time so that people have another facility to access. and because of this delay, we're now going to have to take down garfield and rossi pool at the same time which has a reverb impact throughout our system. the other thing i would like to point out, balboa is an interesting example because it is this large complex. the requirement of primary service would have essentially put su

my topic today has to do with the balboa reservoir near city college. as you know, the upper balboa reservoir site, east side, is owned by city college. the lower western site by the p.u.c. so i just have a few points to make. during -- so there's a major development being considered for that lower reservoir site. during previous moves to put housing in the reservoir, which is '80s to '90s, serious concerns were raised about the safety of the basin, especially involving fire and drought. those are two different issues, of course, given the physical layout, a fire would pose a tremendous threat and get easily out of control into the neighborhoods. another part is in the case of drought, the city has been trying to husband its water resources, i know especially in the western side. there's been a number of engineering studies over the years, trying to discuss whether certain potential reservoirs should be used for storing water in the case of fire and other emergencies. and one, i guess, was done as recently as 2000/2002. and can i give you citations. and

taking a look back, by the time garfield, balboa and rossi are complete, we would have renovated nine of nine pools. this one goes back to about 2000, but at the end of this program in 2020, we would have renovated all of the nine pools in our portfolio. next. synthetic fields, turf fields. we've installed 10 synthetic fields in the last decade or so. there are many upsides to the synthetic fields, that save a lot of water. they are available year-round for programming. less maintenance, which allows us to take some of the maintenance and resources and allocated where they're most needed. this is the other -- we're going through, we're on generation two of renewals now through prop b and baseline budget, we're renewing the fields. in the last two years, we renovated or renewed franklin and garfield. we're now shifting over to youngblood coleman. prop b is crucial also. this is another -- sort of looking back at our restroom portfolio also, it's quite significant. we've renovated 38 out of 43 restrooms in our portfolio. that's huge, through the 2008 program and the restroom task force,

approving the land transfer of the upper yard that we colloquially refer to -- this is right next to the balboa b.a.r.t. station. this will be the first 100% affordable housing constructed in district 11 ever. we have some senior housing that's been constructed over the years, 202 but this will be the first affordable housing for formerly homeless families and those seeking to stay in san francisco. this $6 million transfer is a big step. we're still a year or two away going through the final community entitlement process, but i just wanted to call out the importance of this maneuver. appreciate the work done by the previous supervisor, avalos, and others in the community of moving this forward as well as other members of the board of supervisors that were here and able to prop and put forward the affordable housing bond that we voted on. this acquisition is a wonderful step. we'll also have a ground floor retail across the street from the geneva car barn, which is another thing that we spent revitalizing to help. this borders both my district and supervisor yee's district, seems too often we'r
