at the bell boa -- out at the balboa reservoir site, there were discussions about a potential housing project. as you can imagine, with any land use in san francisco, things have got out of hand quickly. here we had an opportunity as a city, as a community to engage in a robust discussion about the future of a new opportunity site to bring in affordable housing options and housing for families i knew that we needed special guidance to shepherds this conversation in the right direction. that is when we created the community advisory committee and had lisa help stir it. i think without her doing this, it probably would have gotten nowhere. with a short period of time, lisa was able to develop a robust, transparent and engaging process for community members and stakeholders. the process is still moving forward with a developer selected and would not have been possible without her laser focused leadership. she established a motto the other communities in the city want to emulate. it was a lot of work for our city staff, but it was effective lisa kept pushing this adg become a true model o

as i mentioned, balboa park, which is one of our nine pools in the area. this is number 8 out of number 9. the last remaining pool will be rossi, which will be going into construction later this summer. the end of this program, we would have renovated all nine pools from 2008, and 2012 program. this is a milestone that we are deeply, deeply proud of. here is a picture of washington square playground. as i said, it is in construction now, so is potrero recreation centre. in terms of next steps, as i said, we are embarking on the last phase of the 2012 projects we want to complete in spring 2020. we are also embarking on planning as part of that effort we are currently assessing all of our assets. we have a new program where we were trying to work on. we have assessed about 54 million square feet of linear and park assets, which we are proud of this informs planning. it will also help us to prioritize our deferred maintenance needs for our projects. we are also looking into props 68 to leverage some funds to be able to leverage funds to do some of the future

i'm going to wear my hat as the chair of the balboa reservoir c.a.c., and i'm not a neighbor of this bike station. but i am an integral part of the neighborhood in that the balboa reservoir, we're removing 1,000 parking spots to build 11 units of much-needed housing. and those 1,000 parking spots are not allowed to be used in the e.i. r. as an impact. that's california law. it's true, that said, we are removing a thousand spots, and the people in that neighborhood, the people at city college, are depending on some way to get to school. and it's not going to be the way they're getting there now. so we as a city will have to mitigate that issue, that impact. and one way -- the biggest way to do that is to give people choice in their transportation decisions. and bike share is one. not everyone can ride a bike, but it is one of many choices that people can make. getting back to randall and chenery, that's not a neighborhood issue. that's a city-wid city-wide iss. it is part of a network of bike share stations in the city. without any one of them, the whole thing falls apart because you

and i can say that with personal experience with two of my constituents involved in balboa high school. they said we were referred to patty's pamphlet of knowing your rights. her passion for justices come from personal experiences in the breakdown of the juvenile justice system. as a young mother of two, she witnessed these inequities, and decided to devote her life to making sure that youth had a chance, i know she's committed and always believed in giving people a second chance. the late san francisco public defender have honored her in many ways. as jeff adachi stated, patty's advocacy over the last 40 years have changed the lives of countless children and youth. when she was hired back in the 70's, san francisco had one of the highest rate of sending youth to state lockups. today, we have the lowest rate of any county in california. called for a few months ago, and we had most recently an incident that happened in my district at balboa high school. we had a hearing, that hearing was filed as it pertained to the memorandum of understanding between unified school district and the police department. we've been informed from the police department and the school district that there have been some ongoing improvements. we would like to bring those improvements in conversation into the light of day. i know that president yee has called for the convening of a joint committee and reigniting a joint committee between the school district and the board of supervisors. that will be happening in the next few months, so hopefully there will be one of the first -- this will be one of the first items heard there, and the police department will enlighten us in how this memorandum of understanding has been utilized, improved, and strengthened as a result of this. we think that some really positive things have come out of these conversations, and we wanted to have a follow up hearing on that. those are the hearings that i wanted to ask

especially in light of what happened at balboa high school, i asked the city attorney to help me with the resolution that me, i, that we request a designated youth representative who may be a member of the youth commission or nominated by the commissioner to participate in youth commission meetings and to participate, comment and make recommendations to the commission on all policies that affect the youth and that they do have a designated standing item on the agenda so they can comment on juvenile resolutions and policies. now they wouldn't sit in on closed session or participate or anything like that, but they would be a member and participate with us. >> just as a core -- corollary, if we can set that up for all commissioners. >> president hirsch: okay. commissioner elias? >> commissioner elias: i'd like to know what steps the san francisco police department is taking in the 96-a report. i think this has to do with what commissioner dejesus commented on the specific districts. this report showed the use of force based on districts, and there was an increase in central by 55% since
