it's consistent with most recently balboa park in supervisor avalos's district. very similar outlying neighborhood. so the planning department looked carefully at similar neighborhoods and arrived at the one to one neighborhood. on the east side of the project site, immediately adjacent to the highest transit frequency, the m line extension, it drops down to 5. -- .5 spaces per unit and graduates to the west side. i am to emphasize that the planning department did an extraordinary job, an unbelievable amount of detail. the vast majority of this parking is in fact underground, which has been a policy goal of many members of this board and probably represents best practices. i think the most important point is this e.i.r. does not present the best-case scenario. we're not wearing rose-colored glasses. we're assuming that people don't ride transit the way we'd like. we're taking a pessimistic view, which is what we should be doing if we want to make sure we're capturing all the potential impacts. so just because we assume a lot of people are commuting by car to the

maybe more of a concept, like balboa park. i think we have to think about both areas and decide where the eastern connection should occur. and then i wanted to add a couple of more things. i agree with the neighbors about their concerns about the nct zoning. i think we do not want to just provide more housing, but housing that is appropriate for that area. there are some intel sites, and i think you talked about kern straighstreet. there are currently some empty lots in the village that could be looked at. i think it has to have the same basic zoning, as we currently have, in terms of height, also in terms of density. this is basically a single- family neighborhood. there are some multiples, but largely single-family. i think we have to continue that type of thing, particularly, with the available sites we have. so i would tend to be against an indeterminate density, but rather have a density that determines exactly how many residents you are going to have in a particular site, or as we have had in the past, if it is an rc, rh

this is in district 11, in close proximity to district 7, 8, and 9, right there alongside balboa park. we have escaped the worst that you see that has plagued district 10, and i'm sure you will hear more about that, but district 10 with the massive illegal dumping of hazardous waste, but we see the common stuff that you see every day. this morning, when i walk my wife of to bart to go to work, you could see electronic stuff abandoned on street corners. it is not just the people moving out at the end of the month. it is a question of an incremental problem. what i would like to focus on are a couple of other items. first, i thought the presentation was excellent, and i appreciate the job that the people of 311 and dpw are doing. it makes a big difference to know that somebody out there in the city is trying to get a structured response to this problem. i would also like to say that in my neighborhood, we do not have just one language. i would like to see materials available to the neighborhood association to pass out that are in chinese or spa.

those that you have seen through eastern nakeds, market -- eastern neighborhoods, markets, balboa park. commissioner olague mentioned some issues about families and seniors and we wanted to make sure these groups are really prioritized in the housing development. there is a lot of work to be done in terms of securing affordable housing for these groups. commissioner antonini pointed out there is a lot of older housing stock and he wanted us to really articulate and point out that the housing element supports both the preservation and improvement of these housing yunts. that language is reflected in the 2009 draft before you. we also received comments from commissioner moore since the last hearing on the design, air and noise issues and how they should be included in the community planning process so i wanted to make it clear. something that the housing element policies do and yes. those are the considerations that are called out in both how we amend the general plan and the planning code. so i kind of did this a little bit out of order, but we do have two sets of amendments. the second

first, this park is named after his son, who was tragically taken from us to do to violence. he was a star athlete at balboa high school. he was in the process of being hired by recreation and parks. out of that tragedy, this very setting reminds us that we need to look after each other. i would like to thank supervisor avalos, the author of this legislation, supervisor campos, a strong supporter of this legislation. the director of city build, the many department heads that were impacted by this legislation, the head of sfmta, the head of the human rights commission, the head of the office of labor standards, the head of the recreation department, and more. i would like to thank local 261, josh, vince, pam, and all the city build students who are with us today. mayor lee. mayor lee came into office and reaffirmed his commitment to looking after the great people who live in our city. one of his top priorities is to stimulate the local economy with jobs and he has empowered me with implementing the new local higher policy. i promised that i would not focus on the process, but on a measurable outcomes in the
