balance -- balboa station development plan and approved by the department in 2009 and surrounded the balboa park station which is the heavy transit hub in the downtown station. it's identified the car barn as the economic development of the location and states the anchor of the revitalization of the entire station neighborhood. the guidelines also state that new uses of the building shall attract people into the area in the daytime and evening hours and the building that is potential to create successful new center and arts hub around the transit station. lastly the national historic station is a catalyst for attracting new investment in the neighborhood. the car barn sat empty in it's lower income in the ethnically diverse district across from one of the busiest transportation hubs in the city. it has enormous flexibility and that is potential to normalize the adaptive new use. what does that use look like? the new uses proposed for the car barn entail extensive programs for youth and community members for all ages. the car barn will house the powerhouse art project for youth 14-19 job training
