the balboa area has been increasingly facing challenges with traffic congestion and parking. we have seen in many other of our neighborhoods, we have seen this. the area is constricted by roadway capacity. the i-280 freeway where people exit and enter and existing topography. in addition to that, you have challenges even with transportation of bart, the balboa bart station. it's transportation in the morning when i stand there, there's actually a lot of people being dropped off using vehicles to get to the bart station. we have sort of a growing city college. we have new housing developments and existing neighborhoods that are all feeling the impacts of the changes. since the balboa reservoir is currently being utilized by city college as parking, any forthcoming development raises the issue of how the area can further accommodate the students, faculty, new residents and existing residents, transportation needs. this is why i requested an initial study on existing conditions and to help identify short term and long term solutions for the area. the concept of transportation de

balboa park, is a plan area in which there are probably the fewest opportunity sites, the least amount of revenue we're expecting. we know this is a plan area that has a lot of need. it is the juncture of all of the city transit and regional transit. and so we know there is a lot of need and lot has been happening without impact fees. of course, unity plaza was completed maybe just before we were here last year. they've begun street scaping on geneva, we're look to advocate for additional street scaping. >>> eastern neighborhoods of course is the largest and most complex of the plan areas, as you know, it's five plan areas adopted around the same time. roughly seven years ago now. i'll just run through a couple of things that we can say that has been completed with impact fees. south park was completed just before last year. our impact fees paid for half of the cost for that project. similarly, dagget was just about to be complete. that was in-kind. our impact fees paid for half of that project. also completed around the same time, the new park. i'm sorry, i'm not going to pronounce it

through our partnership with trust for public land, we opened -- renovated bo decker park, balboa, the amazing playgrounds that have sprung out of the ground, right in our front yard of this building which will open on february 14th, have his fingerprints all over them. i remember vividly meeting in his office with my good friend jackie and folks from the trust for public land and we excitedly showed him the design and he said light, there needs to be light. and light he got. and light he will get. when these playgrounds open, you're going to see a brand new energy and face out at civic center. one of the things that i really connected with him and loved him for was how much he cared about our kids and how much he cared about active recreation, whether it was the mayor 3 on 3 hoops tournament, coming to crabfest, promoting the scholarships, whether it was supporting the summer camp programs, whenever he was around kids, you would see him smile and just light up. he loved sports, loved sporting events, loved community. he created his -- the mayor's annual ping pong tournament which star

parking, the issue of improving the transportation really does need further study. one of the things i've been pretty consistent about in terms of discussing with the balboa reservoir development is that between them and city college and the city, we need to city down and solve future sort of parking issues. and that if it doesn't get solved, there's not going to be any development. so, i know people, whether at city college or the developers, in having informal discussions, they have taken it very seriously. it's be on the agenda with the developers pretty much up front and talking about these issues. have they come up with solutions? not yet. we're several years away from that development. has city college come up with their final analysis? no. they are only beginning because their doing their facilities master plan right now. so, you're correct in saying that if this were the only thing that's going to be used to solve these issues, i would say -- i would agree with you. but to me, it's not -- this document does not even try to say it solves everything that's going to be in the future. some of the things that i've talked about and this seems like, again, informal

park to western community plan. crooked street plan, golden gate avenue, bike lanes and the planning department's work at balboa tdm. continuing on the capital side, we advanced projects such as district four, the sky line intersection alternatives, the bike way in districts eight and nine and nine and 10 bay shore boulevard intersection approvements in district 10, work as well in district 10 on mobility management. we had a great outcome with the grant program thanks to commissioners tang and chair peskin, working with many of you on revising the safe routes to school program and advancing funds for a host of other projects. very much needed. appreciate everyone's work on that program at the end of last year. prop aa, improve safety, resurfacing and transit. last year projects opening at the beginning of 2017, hunters view is a great project, supporting that with better transit connections and there's a bus lay over area at the bart area that finished up in 2017 and prop aa saw 12 projects be completed. very happy to see the progress and good use of the voter approved funds. transit fund for clean air, $4 registry
