comes out of many years, a decade of work coming together a round of the balboa park station area plan. it was looking to manage the land use decisions around balboa park that was the most concentrated and congested station in the bart system outside downtown san francisco. it has bart bus, light rail, mta, there is a confluence of pedestrians and buses and cars and freeways that lead to a big snarl. having this the advisory committee that can look at how we can manage transportation issues that can work with the mta as well as other transportation agencies like bart, we can manage development that has to happen around the area. the station itself is almost an industrial area surrounded by communities that use the station. we need to figure out how we can have a strong community presence that can assure the city departments, make sure that the city departments are moving forward to make the place safer for pedestrians. better markings for people to make their way around the area, abide by the station area plans. all these are considerations to move forward, making sure that our departm

right now, you take the 14 bus 2 balboa station, and it will take you 40 minutes just to get to balboa station. that is one thing i am looking at, making muni more effective. san francisco, we talk about it being a transit first city, but it does not mean a lot of options for transit are not well thought out in places further from downtown. my district is one place where we need to create better options. >> you mentioned muni and the changes that are happening. what about parking, traffic, is the area safer for pedestrians? >> there is always a lot of work to do with pedestrians. making sure the department of parking and traffic is painting along alemany. along balboa park station, geneva, san jose, pushing hard to get a ramp for pedestrians. right now, it is dangerous to cross the street, especially if you are pushing a stroller or are in a wheelchair. you have to go further than you but typically have to. there is so much more to do. we have to figure out how to calm the traffic. a lot of cars, speeding through and make it unsafe for pedestrians. sidewalks are not very convenient for

supervisor avalos: i ask for your support of this resolution to establish the balboa park station advisoryee. one of the first things i had done in coming to office was to go to the work of the previous supervisor in the community that was around balboa park station, that created the station area plan. that included funds from various districts, including district 11. since that time, the mta has also conducted a capacity study of balboa park station area. there are land use decisions. there are decisions around transit that are sitting in desks on paper. that are not giving in acted as quickly as possible. this is -- that are not getting enacted as quickly as possible. this is not adequate for the needs of people in the southern part of san francisco. we have wanted to make sure we can have improvements done in a timely way, knowing the timelines are stretched out to a great length. with this advisory committee, it is about making sure we can have a partnership with the mta, with bart, with other entities around the area, to ensure they are accomplishing the much-needed goals of improveme

balboa park station. prop k projects and studies, as well as bike studies. the planning section has a full plate with two brt efforst ots e the way. the 19th avenue transit corridor and as the study, which you heard about earlier. about the move of metro line to the west side of the street. parking regulations steady. participation in better market street. in as well as a number of other initiatives, including the new role as treasure island mobility management agency, and a coordination role as the lead partner in the transportation amendment partnership project. we are also very involved in the long-range transportation -- san francisco transportation alal plan. and several other efforts in the county, including oakdale caltran ridership in mobility solution study. of course, a significant amount of involvement from representatives of the stable community strategy and update of the station planned. the technology services section deals with the modeling needs of the agency, but also provides the services bureau for other agencies and private sector users t

we have also been working on the balboa park station circulation study where we also obtained a caltrans grant to do a feasibility analysis to improve access to muni, bart, enhance pedestrian safety, and support for a citizen advisory committee to track progress of the station improvement projects. we have a number of ongoing studies and projects including travel management partnerships, octavius circulation studies, bay shore intermodal access the study, western soma neighborhood transportation plan, and major improvements to our forecasting models. we also obtained a trout -- caltrans grant for the bayview hunters point mobility solutions study. this is a seminal effort on how to do more with what we have and to knit the community together in the process. we're looking forward to completing the study this year. we have also made progress on the bike county study which is a multi-jurisdictional, multi- agency, multi-year study to look at the southeast corner of the city and adjacent areas in some detail county. in 2011, this effort resulted in priority projects worth over $600 million,

balboa park planning study. it will explore changes to the ball pola park station, focusing specifically on the rams from to under 80 and ocean avenue. the station is right next to the interchange system, and it is creating some current conflicts between freeway traffic and pedestrians and buses accessing the station. we will be looking in the study at the conceptual feasibility of changes, maybe even closure of ramp or two. if that is feasible, we will look at arranging station conscience to mitigate conflicts. this grant was funded by cal tran. the authority applied for the grant. in december we brought an item to the board for the approval of the required local match from prop k. the amount for this contract will be $165,000. we released the request proposal on december 6 of last year. proposals were due june were 10, just last month. there was a good amount of interest for such a small contract amount. we received a three proposals. we received -- we convened a selection committee. the panel selected to interview all three of the teams, and from that set up teams has recommended tehe fehr & peers' team. they
