it is mentioned slightly -- i know baltimore certainly referenced it in the senate good job. but it brings up a whole lot of issues that have not been discussed. the essential police powers of municipalities and how that can be used to collect the revenue and try and get it back, hold people accountable. i just wanted to make the observation. it's not a criticism you may take it that way. is something missing from the conversation this morning. >> i think part of your comment might get at the importance of particularly intense cities are some regions of local government are trying to manage their economic shifts beyond their control and some of what we talk about today as an opportunity for a local level policy to do a lot to address, but certainly with the regional trend that we see the importance of the state and federal role is that much greater because these trends go far beyond what a local official has the power to control. i don't know if any of the panelists want to respond to this. >> i would certainly agree with the comment that there's a tremendous amount of energy
