in april, federal prosecutors announced the indictment of 25 guards and inmates at the baltimore city detention center. almost immediately, there were calls for corrections secretary gary maynard to step down. but maynard stayed and promised reforms. however, there's now a growing number of lawmakers who believe the reforms aren't coming fast enough.
