baltimore city police are warning that a man dressed up as a city employee is telling residents to pay up the exact amount of their water bill or they will be shut off. >> we learned about this, actually -- end of last week and yesterday we found we have our potential first victim. >> reporter: we spoke to that victim by phone today who tells us the man was dressed up like a city worker and knew exactly how much she owed. he asked for the money in cash, she paid the $500. we're convinced this victim was -- hop on the baltimore city web site, click on "look up water bill" information, type in an address and there's the outstanding balance. a fairly new feature but one also useful to crooks. >> there are instances where people do have notifications their water would be shut off but it doesn't operate that way where you get a call and you hand over cash to somebody. >> reporter: the city department of public works is warning people not to fall into this trap. the water department does not deal in cash and no one is going to come to your door. a message now echoed by police who have launch

unfortunately this day began with a brand new shooting for baltimore city police to investigate. a serious shooting incident that happened just after midnight at preftman -- prestman. this deadly shooting scene sunday afternoon marked a dismal milestone for baltimore city police. the last two years they've managed to knock down city's murder rate to its lowest level in 20 years. but after a man was shot to death near reisterstown road, the city marked six murders in one week. sunday's spade of shootings began just after 1:30 am wham 18-year-old israeli mason was shot several times on mcculloh street. he was pronounced dead at the hospital. the next killing came three hours later in south baltimore, a 35-year-old gunned down on west cross street just before 4:30 a.m. those murders make this past week the deadliest baltimore has seen in two months. even so, on "11 news sunday morning" mayor sheila dixon says she is committed to her crime fighting plan. >> we've got to continue to go after illegal guns. i can't stress that any more. we're still working on a whole host of issues. i th

fox 45 has learned one of the 2 teenagers accused in the shooting of a baltimore city police officer was arrested just a week before the shooting. and then was back out on the streets. crime justice reporter is here with the story. joy? >>reporter: a lot of new information coming out surrounding the 2 suspects arrested and officer harris attempted murder case. the most alarming is where the 16-year-old wilson was actually behind bars a week before the shooting. police brought him in on retake warrant. that sort of warrant is issued when juvenile delinquent violates the terms of his release. the department of juvenile services won't say what wilson did. we do know wilson has a prior robbery on his record that dates back to 2006. drug possession charges from earlier this year. last week mayor dixon expressed frustration over the fact that young offenders are ending up back on the street time and time again. >> too many times our system has released young people back no the communities. compromise the safety and welfare of many citizens in this community. >>reporter: both wilson and 16-

baltimore city police say they have reconstructed the crime scene and they have a better idea on how the suspect ended up dead. according to police reports, some jojohn hopkins students reported their laptops stolen. in a 49 year-old man was dead in their backyard. a 20 year-old had admitted to fatally cutting the man with a samurai sword. a call was made to campus police from a neighbor. an off-duty police officer responded and searched the area. he noticed the back gate was unlocked. police say the students decided to conduct a second search including the garage and found everything as it should be. >> the suspect was down. >> police say the suspect lunged at the student. he fatally cut the man. >> we do not believe there was criminal intent in this case. the student feared for his life and was defending himself. >> rice has an extension -- extensive criminal history. he had just been released from jail a few days earlier. we do not know what he was doing in the backyard. >> i do not think he was there doing a good thing given his history. >> baltimore city police are looking for an

>>reporter: well, detective mark lunsford is a baltimore city police officer who was assigned with a special drug task force. so he often worked with federal agents to try and catch suspected drug dealers. but few months ago he became a suspect himself after the feds got a tip regarding corruption. lunsford was accused of stealing expensive jewelry during some searches including a diamond watch. so federal agents conducted a raid of his home to search for the items. perhaps even bigger concern is that lunsford was also allegedly working within form antis to steal reward money on some cases. >> the scheme was essentially that detective lunsford would put in a claim, claiming the source had provided information to dea and was due a reward and detective lunsford split the money with the source. >>reporter: now if convicted on all charges lunsford could face up to 20 years in a federal prison. in the mean time he's been placed on a home monitoring system and he has been suspended which the baltimore city police department. they will be conducting their own internal affairs investigation.
