our update at this hour -- we have a winner in the democratic race for baltimore county executive. joe bartenfelder conceded the race, making kevin kamenetz the democratic nominee. we will hear from him in a minute. the race that is still too close to call -- baltimore city state's attorney. patricia jessamy is trailing gregg bernstein -- gregg bernstein. 11 news has learned that problems with voting machines are preventing anyone from declaring a winner in this race. we have like team coverage. we began with jayne miller live at the baltimore city board of elections with the latest on the state's attorney's race. >> it would not be called a problem, but the votes have not been counted, that is why no one has declared victory or conceded defeat. here's what is going on at the moment -- if the challenger, gregg bernstein, does have a lead over pat jessamy of 1421 with 97% of the city's 290 precess -- precepts been tallied. we spoke with the city election chief about 45 minutes ago. how many votes do you think are in play in terms of those that have not been counted? >> well, i have n

we have a tornado watch until 1:00 p.m., all the orange-shaded counties in maryland which include carol, baltimore, harford, cecil, down through howard, anne arundel, and off towards the eastern shore. those pink counties to our south, calvert and st. mary's. that's a tornado warning, extending through 7:00. because of doppler radar-indicated rotation, which is the first sign that something may drop from the clouds, a funnel cloud and touch the ground. nothing has been confirmed on the ground as of yet. pushing to the north at 40 miles per hour. so this thing is racing to the north. next one on the list could very well be anne arundel county. we're watching it right now. we could take it in closer, you can see what appears to be circulation around the orange shading near chesapeake beach and through eagle harbor. we'll watch that area head up towards the north at nearly 40 miles per hour. really a deal, you may be dealing with this shortly. shady side and annapolis. it's just heavy rain. we'll watch this storm, could race to your location, you could be next on the list. right now, look at rainfall

a baltimore county judge gave the maximum sentence to an elected gain leader. he was sentenced to life in prison without parole for convictions on murder and a hate crime. prosecutors argued that he was a high-ranking member of the blood gain who ordered two other gang members to murder parish because they expected he was gay. his defense attorneys say they will appeal. this is the first sentence with a hate crime. a january 26th trial date has been set for the couple accused of a stabbing death of a john hopkins university researcher. they kill the him during a robbery as he watched from penn station to his home back in july. officials say they recovered blood evidence at their home that tied them to the crime. the harford county state attorney says the judge's ruling that it is ok for citizens to record police officers on public streets could make it more difficult for officers to do their jobs. a judge threw out criminal charges yesterday against one who videotaped his stop. officers on the street have no reasonable expectation of privacy. >> still had comin
