were at the rosewood center tuesday afternoon when a police trainee from the university of maryland baltimore campus was shot in the forehead. a spokesman released a statement that says the maryland police investigation is being conducted as a criminal investigation with the purpose of determining if a crime occurred and who was responsible for that crime. the maryland state police is not conducting an administrative investigation which examines the personnel to department policies and procedures. whether the policies and procedureses were violated would be determined by parallel investigations by city police and internal affairs and the state police training commission. the officer who fired the shot that struck the trainee has now been identified as william scott kern, an 18-year veteran of the baltimore police department. on tuesday officer kern was the instructor working with 50 trainees at the rosewood site. the head of the union that represents baltimore city police officers said officer kern always came to work ready to get the job done. his integrity is beyond reproach and committed t
