today in baltimore, maryland, night and day. we are not yet three weeks out from the death of freddie gray in baltimore, maryland, after he suffered a spinal injury while in police custody. freddie gray arrested on april 12th and died on april 19th. freddie gray was buried on monday, when the riot broke out following the funeral when the kids were released from school. the city of baltimore has been under a state of emergency and in a nighttime curfew. that curfew will be if place tonight at 10:00 p.m. until 5:00 a.m. since the rioting and looting on monday, the city of baltimore has kept a peaceful vigil. mostly watching for the process to play out, while continuing the demonstrations in a peaceful way. yesterday in baltimore, police announced they had finished their part of the investigation into freddie gray's death. they finished early. they finished a day ahead of schedule. said they sent the report on to a local prosecutor for her to make a decision about whether to press charges in the death of freddie gray. the local pro

why not do the federal, civil rights action right here in baltimore, maryland first? in other words, give the department of justice the first crack at the offending officers. i don't think anybody watching this program today believes that freddie gray was rightfully arrested. you know, he had no weapon on him. the fact that he was stoned is not a crime. the fact that he had been arrested 24 or 25 times before, that's not a crime either. he was illegally arrested. i think that that can be pretty firmly established. so make that the civil rights case. make that the way you go after the officers that allegedly, wrongfully arrested this man and in whose custody certainly, and there is no debate, freddie gray died. if there is a federal prosecution on several rights charges first, then i think the community can rest assured that officers who go beyond the scope of their official duties are held accountable, as well they should be held accountable. but if there is the state case first, i really believe that there will be hell to pay when those cops are acquitted. baltimore

here in baltimore has not only put a spotlight on that case it's put a spotlight on poverty and on unemployment in a number of urban areas here. let's talk about it. joining me retired marylandofficer and former officer with the baltimore police neill franklin also with me robert valentine who is a veteran and who has also served as a mediator in these recent weeks between police and protesters. guys, thank you for being here. i wanted to just dig into some of the numbers because i think they're really important and em emblematic of what's going on. look at sometownamtown part of west baltimore, where freddie gray lived, "the new york times" reporting that part of baltimore has twice the rate of poverty, unemployment homicides, shootings per capita. you're a baltimore police officer. why is it that some people here are so much worse off than the rest of the city? >> well, i think there are a number of factors that come into play. number one here in baltimore, certain parts of the city have never recovered from the 1968 riots. in addition to that we have policies of drug enforcement in this country, extremely central to this. i mean it's not the only thing, but it's one leg o

." >>> we start this hour in baltimore, maryland. the mandery curfew has just ended this hour. on saturday night, police arrested dozens of people for defying the curfew. the curfew was put in place last week in response to days of sometimes violent protests over freddie gray's death. gray died in april, as you'll remember, after suffering a spinal injury after a ride in a police transport van. six officers involved in his arrest and transport have been arrested. and as a result of that, we have seen largely peaceful demonstrations on saturday. the extension of the curfew, though, was unexpected. still, some marchers told cnn they had no intentions of getting off the streets when the curfew went into effect. cnn's sara sidner shows us what happened when people refused to leave. >> reporter: we're standing on the corner of west north and pennsylvania. there have been several arrests overnight here alone and in other parts of the city. the curfew came at 10:00. some people decided -- most people in this area decided to go home. there were a handful of people that decided not to.
