the bar association, we have greater control by bar association and judicial elections. public financing rather than open financing from public at large but then you get back into the free-speech issue of independence campaign. there is no easy solution. >> sometimes it is easier to get people excited about a solution that is bigger than smaller. in sir ways we think about getting agreement on marginal change. if you look at polling on the political side and not just the judicial side almost nobody agreeing with the conservative argument. 80% of people generally believe the problem of too much money in politics issues they don't believe will be any better but inherently always going to be corrupt and broken. in some ways we are arguing not against the conservative position but skepticism that we can make it better and therefore older ideas sometimes get a better response. whether that is justice o'connor's position that none of these positions should be elected you get into the position of what is the merit based approach it cetera but this is a moment handicapped report

and work with the sf bar association to create some initial low-cost consultant for businesses. it should be noted that san francisco is the only city to date that has developed such a program for its small-business says. -- for its small businesses. with the annual mailing sent by the texas treasurer's office to food establishments, we mailed over 3000 food establishments in several different languages, information about needs for accessibility requirements, warnings of the potential lawsuits, and -- until we get that information to the businesses. we had three businesses contact us after receiving the mailings. since 2008, our office has conducted 51 presentations and/or workshops. i have listed here that 28 had been city-wide presentations and on the left-hand side is the district and the number of presentations per district. for businesses have access the loan program, 40 businesses have utilized the bar association pose a legal services, we had 25 articles in print media, 10 in the chinese press, seven in the chronicle sf gate, and in the examiner. we have not done enough o

through our partnership with community boards and the bar association of san francisco, we are able to provide a neutral mediators. our mediations can be conducted in languages other than english and participation is voluntary. both the complaint in and complained on officer must agree for the mediation to go forward. i am proud to report that eligible police officer participation in our mediation program is nearly 90% and the occ is the winner of practice adr awards. i would like to share a few statistics about the complaints we have received in 2011 and how they complaints were resolved. in 2011, we received 784 complaints. this represents an 8% reduction in the complaints we received over 2009 when we received 854 complaints. last year, we sustained allegations in 7% of the cases week and closed and found proper conduct in 25% and found a 4% or unfounded and not true. the largest% of allegations we received were from unwarranted actions followed by discredit and allegations of unnecessary force comprised 10% of allegations. in 2011, approximately 20% of complaints were african- amer

five which are the justices of the supreme court and the two members of the israeli bar association, and the majority is nonpoliticians. and material -- the judicial independence and judges are subject only to the law, not any person or any institute. judicially, we have the principle of separation of powers. the government and the kinnesset mayber vaccine -- and because we do not have a constitution and in order to protect democracy and protect human rights, there should be a judicial review of the supreme court over ruling of the authority of the government and the kinesset, and i think this is the right way to serve the public to give the feeling to the public in israel that somebody is listening to them, and protecting them from the measures taken by the government, by the kinesset. i can say that the supreme court in israel is one of the most busiest courts in the world, because if we compare the number of cases to the supreme court in the u.s. or canada or great britain, all those countries are between 80 and 100 cases every year. we do have about 10,000 cases every year. i'm s
