i'm glad that i'm standing here with barbara carlson and in the audience is carla brian who have been partners with me to achieve this. so, i also think it would be great to include 3 and 4 year olds in preschool. we know that children with 2 years of high quality preschool exponentially better than those that have one. again, we cannot accomplish this with the current allocation so i'm glad to hear that we're going to have more funding available. [speaker not understood] subsidized children to have access but we have to continue to invest in high-quality improvement efforts and professional development. i wasn't going to say this. forgive me, barbara. i love that we're investing in our young children and in child care and [speaker not understood] care, but if we wanted to be an even greater city, we would need a targeted universal home visiting program, targeted universal health and developmental screening program, additional implemental subsidies that include middle -- low-income and middle income families and equality improvement initiative that build on the lessons we learn from p

. >> good afternoon, this is barbara carlson. i'm the appointed director of the recently formed san francisco office of early care and education. so i thought i would take a moment to reiterate the vision of the office. we're to provide high quality care and education, so all san francisco's children are ready to succeed in school to provide all of our families safe and affordable in quality care for their children and the office is charged with improving access to early care and education, improving the early care and education work force and building the early care and education system capacity for children age zero to five in san francisco. so currently 45 percent of our budget is state and federal revenue from the cal works program. the remaining 55 percent comes from a combination of the children's fund, prop h, pfa, the grant fund and grant sources and this year we proposed increases for work force -- for both center pace and family child providers through our c-wage program. just some numbers. we're serving just under 2500

>> good afternoon, supervisors, barbara carlson from the department of early care and education. there is one amendment that i mentioned to miss low from supervisor yee's office that didn't make it in this version and i'd like to mention it now. on page 30, line 10, there should be a statement that refers to an equity analysis of services and resources for children. is that correct? because i don't have the latest version. so the office would like to ask that the office be charged with an equity analysis for early childhood. this line reads services for children and families and we don't provide services to youth and youth is in there still, i think. >> page 30. >> line 10. >> the plan shall. >> the plan shall include an being quit analysis of services and resources for children, youth and families, and the office is not charged with serving youth. thank you very much. >> any other public comments on this item? seeing none -- mr. owen. >> tom owen, city attorney's office. just to be clear you are asking that the word youth be stricken at the beginning of line 11 so it would read
