barbara garcia. >> good morning. this is a very exciting time for the department of public health. i want to give thank yous to mayor lee and i also want to thank our health commission in 2008 they laid out a policy and became the foundation today. in fact my second week on-the-job campaign to us came to work on this issue and the last two years, our staff and our policy director, mark who is our capital consultant along with our cfo has provided a lot to the team. it does take a large community effort to do this. i worked closely with the community as well. i want to acknowledge bob through this crowd here and as well as paul kumar. they led that charge for us and i really appreciate the work. we are having an incredible agreement today. two seismically safe hospitals and that's really important. we are in the midst of rebuilding san francisco hospital and i know how important it is to have safe hospitals. some of the important community benefits from this process, but i would like to especially acknowledge warren browner from cpmc, judy lee and michael, we are also working on a l

[ applause ] i think it was 7 years ago that mark conceived this vision and it really was a vision and he offered leadership for most of the last 7 years solving hundreds of thousands of problems in order to lead the way. so thank you, martin. this community asset exemplifies 3 areas. it was built in 1910 and we have restored it. it helps make explicit the link between homelessness and shows that housing variable income people is not nearly humane and dignified. it's smart public policy. it is less expensive to keep people housed than to allow them to remain homeless. this is one social problem we actually know how to solve and all it requires is a will to do it, supportive housing work. with that. thank you. i know for the last years barbara garcia has counted mental services in d-10 as community and violence and trauka. and for years we have talked about it and talked about it and when we try to engage the department of health, we got yes we understand it's a priority but we don't know what to do. in november/october last year in 20 2012, we had the southeast mental health summit around trauma. and a large segment of the community and dph and we put together a plan that was adopted by the san francisco mental health board. and signed on by all community-based organizations that provide mental health services. i am saying that we have a plan in d-10 and we know how to get started. now it's time to quit saying it's a problem but don't know what to do. but invest dollars into an infrastructure to build a first-class model around the community. the statistics is that 43% of people coming in clinics in bayview-hunter's point, 60% depression and 40% anxiety. we have a major, major problem in d-10. and we need it start addressing it. thank you very much. >> good afternoon, some of you in the aud
