barbara garcia, director of health. i want to thank mayor farrell for all his support in the last many months of expanding services for us. many of those services will help individuals who people are concerned with who are seeing open drug use and mental health issues. i also want to thank the san francisco department of -- the san francisco police department and the bart police. we've been working for many months with both of these agencies to identify individuals who they have been concerned with for many years at times. we have those individuals in our hands in terms of their names and we are identifying them and trying to get to them and trying to provide support. so we really are doing an individualized approach to this and we are also looking at the issue of ensuring that today we have our homeless out reach team from our homeless department as well as our street medicine team and they will work together to make sure that we are working with individuals as they come across them in bart, leaving bart or in the surr

[laughter] ok. >> well, let me just talk a little bit. >> yeah, please. >> i didn't know if there was a question coming. >> please. >> puting this in the department was to look at improving the overall response of sexual harassment and assaults and to protect survivors in san francisco county. we believe that the department can do this and can do a good job of this. but we really have to coordinate with all the other departments. many of the departments have their own charters, have their own processes, protections and we have to work through that. the department works on an ongoing basis with the police department, with the district attorney's office. we have a lot of experience with the court systems and also with the other departments, the department of the status of women, h.r.c., etc.. so, our overall goal would be to develop improvement plans that would be self-directed as well b

i've met with barbara garcia. and they're on board with this effort. so, again, if this is something that the board would like to see the public defender engage in, we're willing to do so. this is our way of stepping up to the plate. i do believe after having been a public defender for 32 years and being the public defender for 16 years. that we need to find a way to address the condition of our clients who are severely mentally ill and are not accepting services. >> supervisor cohen: and you rest your case? >> yeah, well. >> supervisor cohen: cool. thank you. we'll hear from the b.l.a. now. >> yes, we're not in disagreement with mr. adachi that there is a severe mental health crisis in san francisco and a lot of it is associated with homelessness. we just finished an extensive audit on this topic. what i'd like to say is that laura's law or assisted outpatient therapy is a -- is not evenness ll lly -- even necessarily a court-ordered proceeding. there were 60 participants and only 6 of them were in the program through court order. right now in terms o

working with human rights commission director cheryl davis the department of public health director barbara garcia and supervisor hillary ronhan on improving sexual assault response. and the district atorney gaston has had a series of meeting with the police department ande community-based agencies on how to have a better response as a result of the april 25th hearing. which if the folks have not seen that hearing i really encourage you to view it. it's really just surfaces a lot of different issues. san francisomen against rape reported 524 cases in fiscal year 2016-2017. the and the rape treatment center handled 347 sexual assault kits in fsal year 20172016- and the police department had 429 incidents of rape in 2016, so this is a real issue. so in working with different agencies and supervisor ronan, one of the big gaps in this area is prevention. prevention and long-term policy reforms. so i just wanted to flag that. we had a proposal for one additional staff person. it was not in th budget proposal. we do feel strongly that there needs to be dedicated staffing to move this forward at the depa
