that is thanks to the hardand kelly and the manager at puc and barbara hale and the second thing we're going to do is take a page out of what we're doing with clean tech and biotech life sciences. you see what mission bay is doing. they have for the last ten years building up a ecosystem of pharmaceutical companies and san francisco medical center and integrated around with the research teams to form a very strong research center and because of that center more and more companies around the world are locating there because they want to be next to the laboratory innovators. they're sharing laboratories, sharing scientists and collaborating and all with solutions about the future of medicine. taking a page out of that why couldn't we do the same thing with clean tech? we want to invite institutions like our california puc, our san francisco puc, our department of the environment, organizations and private institutions like sun run or pg&e to potentially create the network of their innovative sites and their innovative divisions to work together and potentially in a physical location or j

barbara hale, assistant general manager for power.ean power sf. one item i want to draw your attention to is that, today, we will be asking you later in the agenda to approve the implementation plan that's required under state law to be filed at the california public utilities commission. we already had one filed and approved. now that we have modified the program, identified our counterparty who will be providing our full requirement supply, we need to revise the filed plan, and that is item 16 on the agenda today. so that's one of the early items in the timeline that i distributed. i also wanted to give you a preview of the materials we'll be going over at the joint meeting, between the puc and lafco, that's on november 30. wanted to give you an opportunity to preview it. we will be asking you to take action on november 30, on our customer notification and education plan, and to release the remaining fund for our communications contract. so what i have before you is -- i think very consistent with the direction you've given us, and

hale, number 14. >> item 14, discussion of procurement plan to meet the requirements of the california renewable energy resources act. >> thank you. barbara hill, assistant general manager for power. i am here today to discuss with you the way we are proposing to comply with the california renewable energy resources act. it's more commonly referred to as the rpf legislation. the act requires the puc to meet 100% of our retail sales with hetch hetchy and rps [speaker not understood] generation. what we're proposing to do is rely on our existing processes where possible and appropriate to incorporate compliance into our budgeting and financial planning process. in most years, in 83% of all years, business as usual, no extra action is necessary on the city's part to comply with this legislation. we would need to buy any additional rps supplies, 83% of the time. what i'm here today for is to get input and direction from you on our proposal to give our general manager the authority to procure rps supplies to meet any unexpected requirements when they do occur, typically in dry years or in the event of an unexpected generator outage. and to set
