. >> reporter: now, congresswoman barbara lee pushed for the grant and made sure oakland was at the top of the list of cities that needed more police officers. in addition to those ten trainees four former police officers will be reinstated. the remaining 11 are yet to be hired and so far the department has received 60 applications. tara moriarty, ktvu channel 2 news. >> thank you. >>> the mercury news reports that some san jose police officers are apparently coming down with the so-called blue flew. the newspaper says there's about -- blue flu. the newspaper says there's about a 40% increase among the sick days than last year. they've been reportedly forced to dispatch shorter patrols or extend shifts. it's suggested that some officers use their sick time to find other jobs whale veteran -- while veteran officers could be bushing their days because they could lose them if they don't. >>> within the last hour, president obama, once again, urged congress to pass the legislation to extend the payroll tax. >> it will help families bay their -- a pay -- pay their bills. it will spur spendin

these officers are paid for with a $10 million federal grant that congresswoman barbara lee helped secure. in all, there will be 25 officers and it will allow other officers to be stationed in high-risk areas for murder and violence. but one official isn't sure that's the best use for resources. >> we will be putting more officers of different kinds and particularly we'll have 25 officers who are going to be assigned to middle schools that will be out on the streets, get to know young people in those middle schools by their first names that will be inside the schools, around the school and working in those neighborhoods making sure that young people get to school safely. >> that's good. we do need officers for our youth and they are a protected class of citizen. we should be caring about our youth, absolutely. at the same time, we have active citizens we have to protect and we're barely able to do that. >> reporter: last july, the city of oakland laid off 80 officers over budget problems and failure to reach an agreement with the union. four former officers will be reinstated which leaves

and it's my privilege now to call upon the gentlelady from california, barbara lee. ms. lee: thank you so much. first of all, let me thank the gentleman from michigan for those very kind words. more importantly for your leadership on so many fronts and for caring about those who have fallen through the cracks at this point and for the very sobering special order tonight, because this is very sobering on the need for extension of unemployment benefits for millions of americans who are struggling to find work. while we received some welcomed news on the unemployment rate last week with the national unemployment rate falling to 8.6% from 9%, we cannot stop. we cannot abandon the millions of job seekers during the middle of a fall tering recovery. failing to extend these benefits would crip will our economy and cost the economy over half a million jobs. the slow pace of private sector job creation is not because of job regulations or uncertainty in the tax code, if you speak to any business person, they will tell you they are not hiring because they don't have customers, abru

now yield one minute to my good friend, representative from oakland, california, representative barbara lee. the speaker pro tempore: the gentlewoman is recognized for one minute. ms. lee: thank you very much. i want to thank the gentlelady for yielding time and for your leadership on the issue, so critical to extending the safety net to those desperately looking for a job and need this bridge over troubled waters at this point. the republican bill would cut unemployment benefits to the millions of americans who are looking for work when there are roughly four people for every one job. it would reduce unemployment benefits down to 59 weeks from 99 weeks at a time when we are facing a serious crisis among our long-term unemployed. it makes no sense. makes no economic sense. and quite frankly it is hardless. the lee-scott amendment would relace these republican christmastime cuts with real extensions of unemployment benefits and would add an additional 1 weeks of unemployment insurance for -- 14 weeks of unemployment insurance for the millions of americans who have exhausted their benefits. b

i have been proud to work in particular with my friends, congresswoman barbara lee and congresswoman maxine waters, in establishing the out-of-iraq caucus. many of our colleagues on both sides of the aisle stood shoulder to shoulder with us, including our late friend, jack murtha, whose opposition to the war represented a major turning point in the iraq debate. of course no one displayed more courage than these heroic men and women who served in iraq with honor and selflessness. they present the best our nation has to offer. i only wish that their elected leaders had served them better over the last decade. but, mr. speaker, we must be careful. we must be careful about turning this into an occasion of triumph or celebration. the end of the iraq war is welcomed, but tragically overdue. too much has been lost in precious american blood, in badly needed public treasure, and in our moral core as a nation. the end of this war comes into late for nearly 4,500 americans whose parents, spouses, children, and friends will miss some desperately -- will miss them desperately this holiday season

[applause] mayor lee: thank you, everybody, for coming this morning, and dr. buchbinder and barbarahe commissioners, congratulations. these days it is so difficult to land federal grants, so matter where they're from and it only takes the dedication that you've identified, the people who worked on this very hard to put together a grant specific to modernize our aids research office and it's absolutely needed. i remember in the early 1980's where we joined three major cities of the country, this city and new york and los angeles, where the initial aids research got started and we are concentrated in our areas but we understood that this epidemic had to be studied further to make sure we were on the right track to discover not only breakthroughs but prevention ideas that would be directed at curtailing this epidemic. so you fast forward the 25, 30 years since that time, and we need more of that research done so i am glad this money was identified. it's going to be very helpful. the $9.5 million of aid from the national institute of health. this is almost miraculous. you don't see thes
