joining us, democratic congresswoman barbara lee of california.ood afternoon. >> good afternoon, martin. >> is the speaker making this rare promise of new legislation because you've wrapped up work on the payroll tax cut extension? you've wrapped up the issue of unemployment insurance and medicare doc fix and we can now move on to other business? >> let me say the republicans and the tea party, of course, have a way of trying to shift the debate away from what is really important and that's creating jobs and turning the economy around. i just have to say, as it relates to this latest rule and what they're doing in terms of politicizing women's contraceptive, access to contraception and health care, you know, martin, i was raised a catholic. i was a practicing devout catholic. i understand very clearly the tenets of the catholic church and, of course, i respectfully disagree but i respect religious beliefs and freedoms. i also respect the separation of church and state. this latest ruling really is very important for women's access to contraception

i want to thank barbara lee for a kind and humbling introduction.am honored to call her friend and privilege to color my representative. i remember in the middle of my fourteenth term for personal reasons it was time for me to leave. i can't do that. i talk with my hand. so when i got ready to leave people said who would you like to see represent the district in your departure? in 1970 this district elected a man who was a feminist. life is a progression. so i think progression should be to collect a woman and the district did that and i am honored -- barbara lee has done a spectacular job. [applause] >> when you get my age you tell stories. i will tell a few stories. i never wanted to be in politics. i wanted to be the black segment floyd of america. sigmund freud. i am the first member of my family born out of the south. i had no idea i would have a master's degree. i promised my mother wouldn't end up in san quentin. everything was really cool. just to back up, i joined the marine corps. everything was going really well. when i graduated from hig

barbara lee, she's the only african-american north of east l.a. >> belva: you're about to hold your state convention. what -- who's going to be there, what are they going to be fighting or agreeing about? >> we're going to have governor brown, of course. will probably pitch his tax program. save the schools and public safety. we'll have senator boxer -- senator feinstein, excuse me. we'll have all the elected -- secretary of state, all the elected officials will just be up giving the rah-rah and the importance of seeing president obama win, although i think it's clear he'll carry our state. the better the president does, the better the rest of the ticket does. >> belva: democratic party seems to be in a difficult position with the governor dead gate ede getting a tax measure passed. now there are two announced competing measures going to gather signatures. >> we've really got to look and see what they are, see if they qualify for the ballot. then we have to -- then we make a decision. you know. could the party support all three of them? i don't know. if you have three on the ballot, does

. >> joining me is barbara lee of california.or your time. >> thank you. >> some of your colleague were on with my colleague, andrea mitchell expressing outrage by the susan g. komen foundation. where do you stand on this? >> i'm shocked and dismayed. i can't believe this is happening. this is another battle in what i call the war on women. i think that they should go back to the drawing board and reconsider this decision. can you imagine withdrawing funding for breast screening exams. this is amounted to 170,000 women being able to have their exams like every woman who has means can do. these are low income women who need access to breast exams. i think it's really a shame and disgrace. i'm outraged. all women in the california democratic delegation wrote to the komen foundation and asked them to reconsider. >> we asked our audience, and we'll have the results later, if this move was brought on by politics. we posed this question because the new head or vice head of the komen foundation is a former republican candidate governor

[applause] mayor lee: thank you, everybody, for coming this morning, and dr. buchbinder and barbara and the commissioners, congratulations. these days it is so difficult to land federal grants, so matter where they're from and it only takes the dedication that you've identified, the people who worked on this very hard to put together a grant specific to modernize our aids research office and it's absolutely needed. i remember in the early 1980's where we joined three major cities of the country, this city and new york and los angeles, where the initial aids research got started and we are concentrated in our areas but we understood that this epidemic had to be studied further to make sure we were on the right track to discover not only breakthroughs but prevention ideas that would be directed at curtailing this epidemic. so you fast forward the 25, 30 years since that time, and we need more of that research done so i am glad this money was identified. it's going to be very helpful. the $9.5 million of aid from the national institute of health. this is almost miraculous. you don't se

lee. -- mickey leland. >> mickey leland was a good friend of mine from texas, he took barbara jordan's place. no one takes barbara jordan's place, he sat in the seat. so a big part of my roots was from texas, so when mickey and i met up, there was a big affinity we had, and his family sort of adopted me, so mickey and i became like blood brothers very fast. mickey had been going in and out of africa delivering food. mickey was an incredible guy, and be i loved mickey leland because he had no sacred cows. he would step on any sacred cow, you know, anywhere. i remember, for example, we went in the house dining room one day, and there were a number of my more conservative colleagues sitting at one of the tables in the dining room, and mickey said, ron, come with me. we walked up to the table, and he said how are all you brothers in the sheep caucus this morning? how would you like to have a couple of colored fellas sit down and have breakfast with you? barbara harrison. it is wednesday, february 1, 212. right now president obama is in northern virginia. sheer a live picture. he's at the james lee community center in falls church. he will be speaking about the economy shortly. one of his main focuses today will be a new plan to try to rejuvenate the housing market. and to get homeowners back on their feet. eun yang joins us at the news4 screen with a closer look at his proposal. >> this is something that the president touched on his n his state of the union address. it revolve ace round helping millions of homeowners whose loans are privately held, refinanced at a lower rate, even if they owe more mondayin their holmes railroad worth. about 3.5 million homeowners could benefit from the program. those loans would essentially be transferred from a private lender to the federal housing administration and at a new lower rate. the average rate for a 30-year loan is 3.88%. meaning the average homeowner could save about $3,000 a year. there are some qualifications, though, you would have to meet to take part. home owners would have to be current on their last six mortgage payments and
