let's go over to barbara starr at the pentagon. this occurred at the u.s. naval yard, the navy sea systems command building 197. multiple injuries and fatalities. what else are you learning, barbara? >> wolf, first reports often very skietchy. but now a senior u.s. navy official tells me that they now believe one shooter at least, one shooter is dead. that is the word that he hears that he expects law enforcement authorities to make public shortly. so that information appears to have developed in the last few minutes. as to this question of whether there are multiple shooters, a different navy official who works at the navy yard, ed zeigler, he says that he believes that there are two shooters down. he's not saying whether that means dead or wounded or in custody. but two shooters down. now, let's try and help people understand why there may be this conflicting information. we're here at the pentagon. senior u.s. from navy officials at the scene at the yard, information very difficult to confirm for them. they're being very cautious, very deliberate what the

david petraeus has issued a statement that barbara starr has a copy of it.l us what he had to say in that statement. >> good evening. general petraeus saying quote, i strongly support congressional approval of president obama's request for authority to undertake military action against the syrian regime of bashar al-assad. such action is necessary in order to deter future use of chemical weapons in syria and to degrade the regime's overall military capabilities. failure of congress to approve the request would have serious r ramifications not just in the mideast but around the world. petraeus is making the international case in part. he talks about iran and north korea. they have to be deterred. i think some of his most interesting language was degrade the regime's overall military capabilities. that may be half a step beyond what we've heard so far. most of the language is really centered around trying to deter assad from using his chemical warfare capabilities. overall military capabilities gets into a lot more. we'll see. one critical thing we don't know

want to get to the barbara starr live at the pentagon now. barbara, what and where are the syrian targets the u.s. identified? >> well, the general understanding, don, is it's all over the country, certainly a lot of them most likely in and around damascus where some of the chemical activity has taken place according to the administration. you know, look for them when they get the order, if they get the order, to go after regime targets. installations, command and control. especially the weapons delivery systems. not the chemical weapons themselves. but the artillery, the depots, the things to allow the regime to put those chemical weapons on targets. to fire them. that's what they're going to go after when they get the order, the ships remain in the mediterranean. about 40 tomahawk cruise missiles on each of the five ships. the military says they remain ready to go whenever they get an order from the president. >> barbara, you know, the u.s. military seems to be acting very transparent when it comes to its plans for syria. are they worried at

. >> cnn's barbara starr is at the pentagon. what makes u.s. officials believe these tapes are authentic? >> the indications are multi multi-fredericka. first, they say the videos were shot from multiple angles and things matched up. the outside of these locations mat matched overhead imagery taken from satellites and they had survivors, victims who survive ed verifying the account. there seems to be very little question amongst most members of congress that this did not take as represented, that there was a certainly atrocity that happened here. the question that lingers is really, how much did bashar al assad, the leader of syria, really know about this? did he himself order this? that's the evidence the administration has not yet made public and not clear yet if they have it. can they tie bashar al assad to this? they know, they believe very strongly it is only the regime that could have carried this out, only the regime has the weapons, the capability, the troops and the actual chemical stockpiles to do it. they don't believe it was the opp

let's bring in our pentagon correspondent barbara starr. r at these bases? >> well, wolf, i think it's exactly what everyone would expect and hope the defense department would do. they are going to look at physical access, physical security measures. first up, they want to look and make sure everyone's doing their job appropriately at the check points, at the gates, at various places on installations where there are security personnel. is everything being done correctly? second, are the requirements right? is everything being done that should be done? are there new requirements, new technologies, new procedures that should be put into place? tough question, wolf. these installations often house thousands of people that come and go every day to work that is not practical, well understood for them to stop and search every vehicle. so there is by every measure a huge amount of trust put into the people that have access to these bases that they are not criminals. that gets us to the second part that brian was talking about. what hagel needs to f

pentagon correspondent barbara starr is with us now. barbara, there's a different dynamic now to the syria crisis. how's it playing out at the pentagon? >> reporter: well, fred, as i think you would expect, they're looking at where all the ships are. they may switch a few ships out. they won't leave everybody sitting there but have the same number, the same fire power. four to five destroyers. tom hawk missiles on them both. guided by precise gps satellite coordinates. so they will have to keep after this. if they see syria forces on the move, dispersing, they will be retargeting the missiles which they know how to do very readily and keep an eye on syria very closely over the coming days so if and when the president orders a strike, those precision-guided missiles with the 1,000-warheads will be ready to go. >> and then, barbara, what are military leaders saying about the extra time to hurt or help? >> well, you know, maybe it turns out to be awash. i think we have to wait and see. they're concerned that syrian forces could start moving

let's bring in barbara starr from the pentagon. how does this delay potentially affect the military's readiness? >> according to the chairman of the joint chiefs of staff, he says not all. they will keep up in intelligence so they can target anything inside syria they are ordered to strike. he has assured the president everything will go smoothly on that, that they will have the information, they will be able to target those sites inside syria. that perhaps lead though president's statement yesterday that he was assured this strike could be effective today, tomorrow, a morning from now. remember, five u.s. navy warships aimed at a range of targets inside syria. you see them there. each ship has about 40 tomahawks missiles on board guided to targets by gps sat lied coordinato coordinates. they have to keep the satellites over syria plugging the coordina coordinates into the missiles ready to go when ordered. >> is there any concern this delay will help the assad regime? >> that's the question. yeah. as the satellites spay overhead a

our pentagon correspondent barbara starr is joining us right now. barbara, how does a man like this get, a, to be a military contractor, and get this high security clearance despite what we have learned over the past 24 hours, a lot of misconduct allegations and actual arrest suggestions, as well. >> well, that's right, wolf. you know, in these cases, it's something obviously went terribly wrong here. the determination has to be made what happened. was there some actual failure in the system where it should have been spotted that there was this background information on him. and it was not. he by all accounts, he was never convicted of a crime although he had several run-ins with the law. it will have to be determined by investigators weather any of this might have legally kept him from getting a security clearance. this is a terrible incident. no one's excusing any of it. but let's remember, there are hundreds of thousands of contractors that have security clearances. edward snowden who leaked the nsa information, he had a security clearance. this i

want to go straight to the pentagon and barbara starr. from what we are learning, the order is for two reviews, correct. >> that's right, brook and jake. secretary mabus wants first a quick look, quite understandable i think, he wants a quick look at the physical security measures and installations and whether those standards are being met. is everybody out there doing their job on the security gates at the checkpoints in the buildings. he wants a quick look at that and then we're told a more in-depth-look at the requirements and does something different need to be done? do new measures need to be put in place. this is likely to touch on the very critical issue right now not just of the security measures but the ways in which people are granted access to these bases, the security clearances they get that let them on to these installations. brooke, jake? >> barbara, aaron alexis we're told was honorably discharged from the navy reserve but had a pattern of misconduct. you've learned there were eight instances of misconduct? >> that's right

barbara starr is standing by at the pentagon. obviously the pentagon is watching all of this.l months and they've seen according to them the use of chemical weapons against syrian civilians. what are they saying in reaction to what the "wall street journal" is now reporting? >> well, wolf, for the record, the pentagon is not confirming "the wall street journal," but we have gone here at cnn to numerous other sources across the government. what they are telling us is there is a growing sense that there has been some movement of chemical weapons stockpiles within syria in the recent time frame. george little largely referring to what had gone on in the past but when there was the threat of military action by the united states, the syrians apparently by many accounts did begin to move weapons stockpiles of chemical agent around the country. still believed to be largely if not almost completely under the control of the regime. but this is a big problem if it moves around. you pointed out. how do you verify where it is? how do you verify it for purposes of some agreement between th

official talking to our barbara starr at the pentagon and i want to get straight to barbara with that breaking news. what more can you tell us about the intelligence? >> well, clearly, erin, it is something that the u.s. is holding very close to its vest right now. they do have intelligence, they tell me, that shows iran may be planning that retaliatory strike against the u.s. embassy in baghd baghdad, and it's useful to keep in mind that inside of iraq, iran has a lot of shia-backed operative, supporters, affiliates. this would not be tough for them to recruit the people to do it. the u.s. embassy compound in baghdad public knowledge heavily fortified, heavily guarded, but a lot of concern as there is this growing sense that there may be a strike against syria. we come up on the 9/11 anniversary next week. very tense in the region, erin. >> very tense in the region and, of course, raisingspecter of a broader conflict that anybody would have anticipated. thank you for the report. we want to bring in adam who broke the story this morning. you reported that the united states intercepted

pentagon correspondent barbara starr broke this news today. a, obviously this is a significant headline. it might not surprise a lot of people but it's a big deal. what does the intelligence really show? >> well, that's the problem, erin, right there. since september 14th, the u.s. intelligence community's been getting information that syria is moving some of that stockpile. why? what's the motivation? two possibilities, basically. they're moving it to consolidate it so they can declare it to the international community. the intelligence community is pretty skeptical about that scenario. the concern, of course, is that they are moving it to conceal and hide it. so when inspectors come in when this destruction program theoretically starts they won't find everything that they're looking for. the syrians won't declare it. it will have moved. how are they finding this intelligence? u.s. satellites well-known fly overhead. they've been seeing vehicles move, trucks, pull up to some of these chemical weapons storage sites and then drive away. what's i
