let's go to our pentagon correspondent barbara starr.us what happened. >> reporter: good evening, wolf. earlier today over the black sea in eastern europe a dangerous encounter between the u.s. navy and the russians. a u.s. navy reconnaissance aircraft was flying in international airspace over the black sea according to the pentagon when a russian fighter -- and you see it there in the video, came up alongside at high speed in close range to the american aircraft. as you see the plane pass by, the americans reported that this encounter lasted for 25 minutes. on one pass the russian aircraft caused the americans to feel turbulence. on his second pass, vibration before the russians put on their after burners and banked away from the american aircraft. this is something that the u.s. does not like to see. obviously, the last such unsafe, unprofessional encounter by the russians was in january. the u.s. thought these were pretty much put to bed, if you will, but apparently the russians back at it. wolf. >> barbara, has the u.s. addressed thi

cnn's barbara starr is live at the pentagon.n has been adamant that progress is being made towards denuclearization, but these photos seem to show the opposite. >> let's be very clear. kim jong-un hasn't declared anything other than a vague intention, and that satellite imagery that we're looking at shows one of these undeclared sites by all account the u.s. intelligence community knows about it. but the imagery shows us that kim jong-un is still working on his program. no quick intention to give it up, it appears. the satellite imagery showing underground tunnel entrances, barracks areas. all the kinds of things where you would expect north korean military forces to be. and this is just a small part of it. a map that we can show you, as well, shows a number of sites across north korea where kim jong-un is continuing to work on his weapons program. the big concern are the mobile missiles, of course. they can be on launchers in these underground bunkers. the north koreans can wheel that launcher out, fire the missile very quickly

barbara starr has this new reporting. she's coming to us from the pentagon. what are you learning about the new policy? what does it really mean? >> good morning, kate. you know, what we're talking about here is if customs and border authorities get into some kind of trouble in trying to deal with the migrants, if violence breaks out, if they become overwhelmed in some fashion. right now, u.s. military troops have no authority, no permission to intervene and try to help them, try to help them get out of a situation because in this country, u.s. military troops do not engage in that kind of activity, essentially the equivalent of law enforcement, perhaps not exactly, without presidential approval. so what we're now looking at, and this has been in the works for some time, is the expectation that in the coming hours, if not today or tomorrow, that the president will sign new authorities that will allow the military troops on the border to do just that. to intervene and help protect customs and border officials if they run into a problem. you know, military poli
