cnn's barbara starr at the pentagon is learning the u.s.>> reporter: a new type of missile, jake, literally worthy of james bond because the west nicknamed this sky fall. the idea, according to the russians, is that it would be nuclear-powered cruise missile and that means it would have a very significant fuel supply, could travel around the world and hold the u.s. at risk. they believe the -- the u.s. believes what happened last thursday is the missile or components of it blew up at this test area deep in northern russia. some people were killed, at least five workers there, according to russian reports. but the real challenge right now is what happens if this missile some day does work? putin's idea from a military perspective is to have a missile that could hold the u.s. at risk on u.s. territory. so you have this missile that is nuclear powered that could fly great distances and it keeps the u.s. at bay for putin. the u.s. would find it increasingly difficult to defend europe to even get to europe. putin hopes it will work but it alread

>> joining me right now, cnn military and diplomatic analyst john kirby and cnn correspondent barbara starrinspector general at the pentagon warning about the resurgence of isis in syria. tell us more what this report says. >> well, what they're really laying out is what senior commanders have been talking about for the last several months. the territory that isis once controlled across iraq and syria, now very largely no longer under isis's unilateral control. but when you have 15,000 fighters, when you have 70,000 displaced persons in camps, this becomes very fertile recruiting ground for isis to regroup. what the generals have been saying for the last several months is you are going to have gore ril la attacks, suicide bombers and isis migrating into north africa where it's been operating for some time and in recent years up in afghanistan. so this is going to be the challenge that the u.s. faces. can isis stage a 9/11 type attack on u.s. soil? hopefully not. but they can destabilize an awful lot of territory. >> and john, you heard what mike pom said that in some places they're stronger

here's barbara starr at the pentagon. >> it was a dire warning from former defense secretary james mattishe wrote in "the wall street journal" we are dividing into hostile tribes cheering against each other, fuelled by emotion and a mutual disdain that jeopardizes our future. this came on the very same day that the current defense secretary and the chairman of the joint chiefs of staff, another four star marine and friend of mattis, came out for a pentagon press conference for the first time in a year. both men said they wanted to have a good relationship with the media, so they were coming out to answer questions. but one of the things dunford did not want to talk about is what mattis had written. he was adamant that he would not talk about politics and not talk ever in uniform or retierped about president trump and how he performs as commander-in-chief. this is one of the big issues in the military right now. if there is so much political churn in the country, how is it affecting the troops. the big question is whether this era is is now fundamentally changing the character of the u.s.

withdraw from the inf treaty, barbara starr is joining us now. barbara, what this brings forward is the redeployment of dangerous nuclear missiles in europe? >> well, that is possible. the u.s. now beginning the very earliest stage of its own missile program to match what the russians are doing by their deployment of battalions of enter med range missiles. these are missiles the russians have staged in their regions that can reach into europe and in a conflict could target european cities, airports, infrastructure, military targets, civilian targets, anything that might make it difficult for europe to defend itself, and perhaps more importantly, make it difficult for the u.s. to defend and reinforce europe, make it difficult for u.s. troops to get to those ports and air fields. this of course in the most dire of conflicts. so the u.s. wants to match that. if the russians are going to put missiles in europe on the flank, on the eastern flank of europe now that could possibly do it, the u.s. wants to have at least a program that is possible. now, to

"the new york times" was the first to report the accident and its longtime reporter david sanger shares the byline. he joins me now. david, if you can, explain what you know happened and what you know about this skyfall missile. >> sure. so what we know happened based on russian accounts that are beginning to come out is that a small nuclear reactor, which we believe the russians were using to try to power this experimental missile called the skyfall, somehow exploded or melted down either during or after the test of this missile on a platform at sea in northern russia. and as soon as it did, a group of five scientists who were working there, by the account of their own institute, worked to try to control the reaction. they failed, and they were all killed along with two other people. the russians now say that there were seven dead. we think that that number may increase over time. t

is tracking the launch of a projectile from north korea, to barbara starr we go, what's going on?> reporter: hi, brooke this is extremely preliminary information, and nothing has been totally confirmed yet, a senior u.s. official tells cnn a short time ago, u.s. and military intelligence did track some kind of launch of a projectile out of north korea, it's important to realize that u.s. satellites, u.s. intelligence assets can quickly detect radars when there is a launch of any kind of short range ballistic missile. these things have a heat signature, u.s. assets can detect that something has been launched. this is very preliminary, they're trying to determine exactly what did happen. the very initial assessment, it is most likely something very short range. such as north korea, did fire earlier this week. not a threat to the u.s., not a threat to its neighbors at this point. certainly a concern, kim jong-un appears to be sending a message quite frequently now to the united states, south korea and japan. and no one is really sure how soon he might decide to get back to the negoti

cnn's barbara starr and kylie atwood, they join us now. the u.s. has said for years russia violated this treaty. they gave russia opportunities to perhaps pull back, negotiate, that didn't happen so perhaps a formal withdrawal by the u.s. and the u.s. is already testing missiles that would have been banned by that treaty. what are we learning? >> they may be testing. it really is important to understand why it's important to everyone. we're talking about the prospect of missiles in europe. russia has deployed already several battalions of these intermediate range missiles on its territory. what could russia do with them? in conflict they could target european cities, bases, ports, basically make it much more difficult for europe to respond in a crisis and make it especially difficult for u.s. forces to quickly get to europe and defend the continent if it were to come to that. so that's why you see the u.s. now in response to russia moving ahead with its own intermediate range missile program effort. they are in the very early stages of testing what
