let's bring in cnn pentagon correspondent barbara starr. barbara, how did he get away?say, ana, in just three weeks, he was scheduled to be sentenced on federal charges involving fraud and bribery. now, he had pled guilty to those in 2015 and was under house arrest, and apparently, a couple of days ago, when agents went to his house to check on him, they found his electronic monitoring bracelet there, cut off and in some kind of container, and him, long gone. some neighbors said they even saw sansvans there in recent da with things being loaded on board. so, he is on the lam and nobody knows where he is. obviously, u.s. marshals, federal law enforcement, looking for him. this was the largest fraud scandal in u.s. navy history, and the number of navy officers and navy personnel had already pled guilty and had been charged also in regards to this. the scheme that fat leonard, as he was known, had engineered spread at navy ports across the pacific. he operated port facilities there and he was accused, along with these navy people, of steering ships to those ports where he

barbara starr has the reporting. >> reporter: good morning, brianna. the u.s.gon to approve blood testing so they can determine whether candidates may be using performance enhancing drugs which, of course, are banned. want to tell you that a senior special navy warfare officer told me that it's, quote, beyond a reasonable doubt that a significant portion of the candidate population is utilizing a wide range of performance enhancing drugs. they believe blood testing will be much better than urinalysis in trying to catch this problem. all of this really erupting earlier this year when a young man, seaman mullen, kyle mullen was found dead after a number of respiratory symptoms. he was not using drugs but paraphernalia was found. that led to this wide range of testing. a number of investigations are now underway to try and get a better handle on this and get better medical screening for these candidates when they go through seal training. brianna. >> clearly there is a need. barbara starr, thank you for that report. >>> "new day" special coverage continues right n

let's begin with barbara starr at the pentagon. frederick layton is in washington d.c. and matthew chance in london. matthew, what do we know this morning? >> reporter: this speech taking place at 9:00 in the morning in local time in russia. so it was the first thing that russians woke up to, this idea that the country, the government, despite assurances to the contrary had decided to partially mobilize the country's reserves. people with military experience. people who had some kind of value to the ongoing what they call special military operation in ukraine. the defense minister of the country later clarified it would be about 300,000 troops that would be added to the number of combatants that russia would be able to bring to the field. so that's a massive sort of escalation in the amount of forces that russia, man power that russia will be able to bring to the situation in ukraine. it also comes not just against the backdrop of the general assembly but also against the backdrop of that announcement by those regions inside ukraine that there would be referendums to de

barbara starr joins us at the pentagon, and sam kiley is in odesa. us more about the advances in the south. >> reporter: well, just about a week old, this counteroffensive which has been much trumpeted and set up with operations, probing attacks against the logistics bases of the russians, a bombardment of that important river connecting the regional capital, which is the ultimate target that ukrainians want to try to capture before december, that was all shaped up, and they are managing to make incremental gains, more small villages here and there as they press their offensive. but soldiers on the front line are saying it's going to be a meter by meter operation, it's very intense fighting where the ukrainians have v the edge in terms of quality and precision of their weapons but not in terms of the amount of artillery or amount of soldiers they can throw into the fight. elsewhere in the country, in the east, there are signs ukrainians are possibly managing to push close to kharkiv. but this is coming at a time when the russians are also stepping up

cnn's melissa bell joins us from kharkiv, cnn's barbara starr at the pentagon.elissa, when we reported the start of this counteroffensive two weeks ago certainly no one i spoke to on the u.s. side expect this had fast progress, particularly in the northeast, the focus expected to be in the south around keir some. what is the latest you're seeing and witnessing on the ground there? >> reporter: that's right, jim. and this really seems to have been part of very clever communication strategy on the part of the ukrainians. that southern counteroffensive launched at the end of august and then the one here in the kharkiv region launched just under a week ago. that has made spectacular gains, sweeping across so many villages of the keir keefe region. of course, this is, remember, a counteroffensive that is the subject of a media blackout, journalists aren't allowed near the front lines so the only indication we have of its progress with those videos, those pictures being shared on social media by the ukrainian soldiers themselves as they've been taking especially over

cnn's barbara starr is live at the pentagon this morning. morning, john. the administration now very open about what it sees with russia going on with the munitions statements. we received a statement from a senior defense official. let me read it to you, the russian ministry is in the process of purchasing millions of rockets and artillery shells from north korea for use on the battlefield in ukraine. this purchase indicates that the russian military continues to suffer from severe supply shortages in ukraine due in part to sanctions. we expect that russia could expect to purchase additional north korean military equipment going forward. here's what we understand, the ukrainians are making progress, of course, in that eastern area of ukraine, especially around the kherson area. the russians know the ukrainians obviously are making progress. so they're trying to reinforce with these munitions. millions of rounds. but there's going to be challenges for the russians. it's going to take a while for it to get there and they're going to have to g

cnn's barbara starr is live at the pentagon this morning. barbara, what exactly does this mean?john. look, what do you want the ukraine military to look like? that's the question before the pentagon right now. general mark milley, chairman of the joint chiefs, spear heading this analysis, what kind of weapons, what kind of strategy, what should the ukraine military be capable of doing even once this war is over to defend itself against future aggression. so deep analysis, deep dive into all of this in coordination with the ukrainians, of course, about what kind of weapons they might need, what kind of strategy do they want? do they want to be a ground force, do they want to have air power, do they want to be strictly defensive, do they want an offensive capability? all of this on the table right now. now, it is a delicate matter of course because it puts the u.s. in the position of telling ukraine what it thinks it needs possibly, but ukraine of course sovereign nation, they could decide to move ahead and go to other countries and seek to get the weapons they believe they need.

barbara starr is joining us live from the pentagon with the latest. what can you tell us?is chapter that has extended for almost a decade may finally be coming to an end. francis arrested tuesday by venezuelans authorities on an interpol red notice filed by u.s. marshals, especially an international be on the lookout for this guy. and now the u.s. is talking to the venezuelans about extradition proceedings to try to bring him back to the united states. he escaped a couple weeks ago, just three weeks before he was scheduled to be sentenced by cutting off his gps ankle monitoring bracelet, went on the run and was found in venezuela. this dates back to an investigation that began in 2013, francis would eventually plead guilty to fraud and bribery charges, again awaiting that sentence. he had been accused of those charges by stealing navy ships to ports where his company operated port services, port facilities across the pacific. and a number of u.s. navy military personnel also had their careers ruined over all of this, arrested, brought up on charges, jail time involved. but
