the trouble happened at the barlow shopping district in sebastopol.'s don ford has their story. >> reporter: justa few days ago the water here was nearly 4 feet deep, but businesses say that there was a plan in place to protect them from that flood. they tell me that plan failed. according to tenants, the barlow business development area assured them that if a flood happened, the landlord would deploy special barriers like these to keep the water out. jake rand is co-owner of this restaurant and said the damage is staggering. >> whatever we had in there was completely submerged. >> reporter: even more damage in the nearby brew pub. >> here we're going to do some clean-up and get everything sanitized and hopefully save some product and work on getting portable generators in today. >> reporter: while we were standing there the county red tagged his business. darrell says he expected that. county supervisor linda hopkins is furious. >> i think that we really need to have, frankly, an investigation into what went wrong because there was not supposed to be

what those business owners now have to deal with... grant (grant) just devastating flooding at the barlows. this is a former warehouse district converted into a collection of stores. and you can just see there is a lot of water covering the area. this resturant here is pumping out water from where it is covering the floors. we spoke to a woman who owns an ice cream shop on the other end of the distrcit. the water was very high inside her store. she says they have a collection of what they call flood logs, metal barriers that stack on top of one another. the shop owner says when the water started rising late tuesday night into wednesday morning, there just wasn't enough time install enough of of the flood logs. we talked to her just after she was able to get into her business for the first time to see how it looks.
