let's go to barnaby phillips who is following represents in vienna. rnaby for years, politicians in europe have been talking about need of a pan european approach to deal with the problem of these refugees where every they may land in europe. are we closer to that there in vienna? >> i don't think we are, necessarily, barbara, because it was only a limited e.u. participation, albeit an important one, angela merkel, the german chancellor was here, and she was talking very strongly about the need for solidarity for quotas that european union countries would adhere to. but the mow cuss was relations with countries in the western bakkens. it was overshadowed by the migration crisis which has been building up for weeks, and then it was given an added urgency by the awful news that came through in the middle of the day here in vienna, that has truck has been discovered on the motorway to the south of the austrian capitol, leading from hungary, abandoned. at first they thought they were just ininvestigating the scene of an accident. but as they came close to

barnaby phillips is live for us outside the meeting in vienna. what are you hearing from there? >> we've been listening to the austrian foreign minister and the german counterpart in the last half hour or so, and the message quite strongly from them is they feel that the european union needs to do more as a whole, that there are countries in the e.u., frankly, which are not picking up their fair share of quotas of refugees, not taking on board their responsibility, and what they are saying is these countries may not find themselves on the front line, but they could find themselves on the front line a few months hence, depending where flows of people head. there's a real sense that european solidarity is under great strain because of this migration crisis. in the came way that it's been under strain in rent years. and the danger, if you like, is that when different european countries don't feel like e.u. as a whole. and they operate autonomously, for instance, where the government is putting up a razor wire fence along the border with serbia to keep people out of this country. >>

let's bring in barnaby phillips at the meeting in vienna. the latest news providing a backdrop to the meeting. do you have more details about what happened? >> we just have been hearing the same reports that you have. i understand that this incident took place in a town about 45 minutes away from vienna. and that the austrian police may give a press complrches very soon, which we hope will shed more light on an apparent tragedy, but you are right. it brings today's summit very much into focus. this was meant to be a routine e.u.-western balkans annual summit. part of a process intended to draw the western balkan countries, countries of the gormer yugoslavia into the e.u. it has been hijacked before the latest reports coming through, by the pressing question of europe's miling ration crisis, and if that news is concerned. it will no doubt filter through to the likes of angela merkel who are in the palace behind me, and add gravity and urgency to their talks about migration in europe. >> what have you heard up to date? >> well, we have heard f
