i think barney frank had a saying to the effect that these political action committees that leaders form should be called not leadership committees but i want to buy myself into leadership political action committees. we do not go so far as to say that money buys votes but, one thing we found is that money is a factor but it is not the fact. the second thing we found is that to consider people may get contributions and may already vote for that person, it is hard to tease out the separate things. the third thing we find is that money does not have a huge effect, it might increase the probability of voting by 10% or 15%, but it's not 100% versus 0% in some cases. what we do think is that the donation is a signal to lawmakers, it's part of a goal that lawmakers have. if you're getting a contribution from a candidate it means they care about you about your reelection. this makes sense if you think about how little the money probably matters. if the candidate gives you for $5000 and you need to raise an old -- $1 million, it will help you but it sends a signal that i will do everything i can
