barrasso: thank you. the speech the president gave in 2009, he came to congress, wanted to talk about health care reform. talked about why it was so urgent that the congress pass health care reform. he said there are now more than 30 million americans citizens who cannot get coverage. so 2009, the president says 30 million americans can't get coverage. congressional budget office just comes out and says 10 years in the future, 15 years after the president gives his speech, 31 million americans, no insurance. and yet we will have spent trillions of dollars and yet it won't fix so big of a problem that we know we need to deal with, health care in america, and this present law, this enormous law, this 2,700 pages law has completely failed to deal with the reason the president said to deal with it in 2009, 15 years later, same numbers, over 30 million in 2024. how is that a victory for uninsured americans? how can the president say this law has succeeded? how is it a sign that the health care law is working t

and that's why i along with senators cornyn, thune, barrasso and blunt sent a letter to the administration today to express our deep concerns with these proposed cuts to medicare advantage and other proposals that would increase premiums, reduce choices and cause america's seniors to lose access to the health plans they were promised they could keep. our letter asks the administration to act within the bound of the law to limit the negative impact these misguided policies would have on seniors. now, it's notable that even some of our friends on the other side of the aisle seem to understand the pain that all of this is causing.that's why 19 -- 19 sene democrats recent shrined a bipartisan letter with 21 republicans that called on the administration to mitigate the impact of these cuts to medicare advantage. weigh appreciate democrat support on any issue. it's good when they acknowledge the senselessness of cutting one successful program to fund a failed one of cuts that will make it even harder for america's seniors to keep the benefits, plans, and doctors of their choice. but, frankly, it

barrasso: thank you, mr. president. i come to the floor also to talk about a letter i got from wyoming from a constituent, tracy, lives in rock springs, wyoming; very concerned about the health care law. and it's interesting because she writes after hearing on the news last week a clip of secretary sebelius, and it's a clip where secretary sebelius claims there is no indication that the a.c.a. is responsible for any job loss. so tracy in rock springs, wyoming, sees secretary sebelius on television and wants to let the country know -- and i am doing that for tracy today -- that the secretary is wrong, she says, and she says my life -- her life, tracy's life, is a prime example. she says let me explain just how the a.c.a. has destroyed my life. now the quote she is referencing is secretary sebelius last week saying there is absolutely no evidence and every economist will tell you, this is secretary sebelius saying that there is any job loss related to the affordable care act. it almost seems like a deliberate deception to
