[applause] >> thank you, john barrett and thank you for all you have done for flight 93 national memorial remarkable. thank you very much, john. as a fund raising partner of the national park service, the national parks foundation is a privilege to work with a dedicated group of partners. the corporations, businesses, foundations, and other organizations, the law firm of porter right that did pro bono work and the land is committed to protecting is hallowed ground. yet nobody has given more than the relatives and family members of the 40 men and women of flight 93. they feel the weight of the loss, and we admire you for your courage, your determination, your commitment, and your persistence in seeing this national memorial becomes a reality. and we are very excited that today the first that is being completed. this is an important endeavor to create a permanent place of recognition of the heroes, your loved ones, so each generation knows that the incredible heroism, sacrifice, and horror that took place here 10 years ago. i would like to especially thank our honorary co-chairman. general,

barrett? or professor. >> thank you, chairman bachus.i appreciate the -- and divisioned members of the committee, i appreciate the opportunity to testify. my testimony today will focus on two important and necessary reforms. first, i will argue that clarifying the sec's legislative mandate to conduct economic analysis and a commitment of authority to economists on staff at the sec are both vital to insure that new rules work for investors rather than against them. second, i will urge that the sec be required to consider the impact of new rules, particularly corporate governance type rules, on the state-based system of business and corporation. every president since ronald reagan, including presidents clinton, obama and bush, have requested that independent agencies like the sec commit to sincere economic cost benefit analysis of new rules. further, unlike many other independent agencies the sec is subject to a legislative mandate that it consider the effect of most new rules on investor protection, efficiency, competition and capital for

barrett changes for the coming decade that might affect that policy as i've said that would be much less and those effects than the same policies with the remainder of the 75 year period. so, but beyond that, we just don't have a way of trying to quantify for you the extent of the impact of beneficiaries. >> apparently the trustees and cms so far in attempt to lead by example and follow the lead of my cochair and i see my time is done now. >> representative becerra. >> thank you very much for your testimony, and you focused quite a bit of your time on what is coming up which if we are not careful could he -- but we are dealing right now with a 14 trillion-dollar national debt plus 14 trillion-dollar plus national debt and fairly massive deficits today and we have been charged to come up with savings from these current and past deficits of at least $1.5 trillion, so let me ask that if you charge that i have. the first chart actually is a chart of cbo's work in 2001 that i would like to have raised. it is called changes in cbo baseline projections of the january 2001, and what i would like

to the fore in our darkest hours, an instinct that echoes through the ages -- from pearl harbor to barrettero, flight 93 to right here in the pentagon. those in this building that day knew what they were witnessing. it was the declaration of war by stateless actors bent on changing our way of life, who believed that these horrible acts of terror directed against innocents could buckle arnes, could end our will, to begin to break us and our resolve. but they did not know us. instead, that same american instinct that sent all of you into the breach between the fourth and fifth corridors, galvanized an entire new generation of patriots -- the 9/11 generation. many of them were just kids on that bright september morning. but like their grandparents on december 7, 1941, they courageously bore the burden that history had placed on their shoulders. and as they came of age, they showed up. they showed up the fight for their country, and they are still showing up. 2,800,000 of that 9/11 generation move to join our military since the attacks on 9/11, to finish the war but gun here that day. and they
