barry is now a tropical storm.live look at morgan city, louisiana, where you see the impact already being made there. right now the storm is carrying maximum sustained winds of 70 miles per hour. this is what the flooding situation looks like in lafayette, louisiana. and it's not just people dealing with the effects of this storm. animals are also battling these rising waters. deer right there. earlier we saw horses being rounded up.

although barry has slowed, it's also intensified.s further into today, tonight and sunday. while the storm surgeries can on our mississippi river has passed, the primary risk continues to remain heavy rains for the city of new orleans. reporter: the mayor urging people to remain vigilant and hunker down in place if possible. there are 130,000 customers without power at this hour. and that number has been rising. new orleans airport is closed along with the baton rouge airport. they hope to resume normal operations sometime tomorrow perhaps if and when this storm lessens to a point. oil and natural gas production has been cut back because of the storm. 42% of the platforms in the gulf have been evacuated. that's 283 platforms and 10% of the rigs were evacuated and moved out of the storm's path. that's 10% of oil production and 56% of natural gas production. the coast guard has been doing some rescues. 11 so far as a lot of people failed to evacuate their homes even though there were orders issued for the low-lying areas. we heard from

the gulf coast is now bracing for barry. a tropical storm but there are hurricane warnings from up along the coast. barry presents a problem never seen before, the combination of heavy rain from the storm itself on top of extremely high water levels from record flooding already this year along the mississippi river. >> look, there are three ways louisiana floods, storm surge, high rivers and rain. we're going to have all three. >> the mississippi already so high around new orleans. heavy rain plus a storm surge could overwhelm its system. the result could be a repeat of wednesday's flash flood emergency. one resident who lived through katrina is concerned. >> this brings some unique elements. we've never had the river this high. you know, a storm come in, the leve's are saturated. i think after the katrina system we had gustav and they did a much better job of getting people up and out and securing the city. i'm concerned, however, that they've gotten complacent. >> already states of emergency have been declared in st. berna

high winds lashing the louisiana coast as tropical storm barry approaches land. travelled slowly across the warm waters of the gulf of mexico, families, friends, and neighbours filled sandbags in the hope of protecting their homes. we are hopeful, you know, we have been watching the news the whole time. and they have confidence in us, that all we can do is have confidence in the system, make sure everything holds up. i feel great. because this is bringing us together, you know. very few things bring our community together, black and white. a state of emergency was declared days ago, and people were told to stock up on supplies. they may not have another opportunity for several days. people here have seen stronger storms, but it is the amount of rain, estimates of up to 2a inches, that barry will bring that people are really worried about. i'm on the levy on the south side of the mississippi river. you can see new orleans just over there. the forecasters are predicting that a storm surge is going to travel upriver from the gulf of mexico. just to give you a sense
