host: our guest barry anderson is with the national governors association. guest: and there is not any forecast that is going to get better. the cost of health care in this country is continuing to grow. the affordable care act did take some actions and maybe some of those actions might have some benefits. that is in the future. it is not going to be this year. the concerns about medicaid door those others. medicaid is the biggest element of the states. host: where the signs of improvement? guest: the economy is doing better than a was at the depths of the recession. revenue has increased. there have been some temporary taxes that states have put in place that will expire in the future. still, revenue will grow. i think states to take a job on average of controlling their spending. they look at the items they could control. even medicaid, to some extent. states are primarily concerned with medicaid and also with correction expenses, with transportation expenses, with education expenses, and states did get a better handle on their spending over the last two o

involved in this case so it took some time but really what delayed things is that barry bonds' childhood pal, a guy named greg andersonooperate and he was actually sent to jail for an entire year because of his refusal to cooperate with prosecutors. that delayed things significantly but here we are and so the question before this judge is, again, home confinement which wouldn't be so bad for barry bonds. he lives in a ten-bedroom mansion in beverly hills so there is the home confinement option, the jail option or just give him probation. >> dan, i remember when i was covering the white house president bush actually weighed in on this, it was such a big deal talking about how it was such a sad state of affairs with steroids and baseball. give us a sense of why this goes beyond bonds, why he was such a formidable image and a person when it comes to the baseball community. >> reporter: well, as it relates to barry bonds, this was at the height of the steroid era in baseball. so in one sense he sort of represented everything that was bad in professional sports and bad in baseball. and it was also a time when athletes were

barry, what sort of evidence do you believe the prosecutor held back? >> well, i think there is probable cause to believe that this prosecutor, ken anderson, who's now a sittingon county, held back in defiance of a direct court or evidence that the victim in this case, christine morton, that her credit card was used two days after her murder in san antonio, that a check was cashed in a forgery nine days after her murder. there was a report from a neighbor that there was a man that was on several occasions pulling behind the morton's house and a suspicious man getting out and looking at it, consistent with casing the place for the burglary, and worst of all, that michael's 3 1/2-year-old son had told his maternal grandmother that he had seen a monster with red gloves hurt mommy. and when the grandmother asked was daddy there, he said no, daddy wasn't there. now, what makes that so important is this is evidence that there was a burglar who came into the home after michael went and -- to work that morning, found his wife there, and in the course of the burglary bludgeoned her to death. >> when you discovered this evidence, what happened then, evidence that could
