somehow bart has to step up. this is really in a sense the reserve side of the coin of the affordability problem in san francisco in terms of housing. there are people who would probably prefer to live in the east bay because it's cheaper but they can't get back there so they work in san francisco in the bars and you free up housing to allow people to live where they want to live. as far as bart goes but as far as the taxis i invite you to go out to polk street on friday night i drive frintsz i try to avoid that the traffic is end to end and going from block to block is a matter of light after light after light. 90 percent of them are transportation either taxis or t nc and 90 percent are empty. there's one riders in one vehicle for every 10 of those vehicles on that street. and this is an incredible irony we have this transportation blockage and there so much more to say but my time is up thank you very much >> thank you very much, sir. >> hi i'm jerry i've been driving in san francisco for 5 years and i'm talki

it happened during a bart strike in october. managers were learning how to operate trains. >> the tragic loss, did not need to be lost. again, the strike did not need to happen. >> reporter: cal/osha cites bart for three violations saying the men killed weren't qualified to do the inspection because they weren't electricians, yet they were working near the electrified third rail. 2, cal/osha says the person operating the train had inadequate training. the trainer wasn't even in the operator cab. lastly, cal/osha says the "simple approval" procedure for track inspections was inadequate. that means using someone as a spotter. two bart workers died before using that same protocol. but bart continued even after cal/osha's previous citations. >> on top of that, they didn't even follow their own inadequate safety procedures. >> reporter: cal/osha says the trainee was supposed to sound the horn and apply the brakes when he saw the two workers but the trainee did neither. bart management did not want to talk on camera today. they releas

it happened during a bart strike so a trainee was operating that bart train when it hit the two workers, cal/osha gave bart three willful serious violations today. the first is that the workers were not qualified to do the work they were doing that day because they were not electrical workers and they were working near the third rail. the second violation is the trainee at the controls was operating the train by himself. cal/osha says the trainer was not with him. he was in a passenger car at the time of the accident. cal/osha also says that the trainee did not have adequate training. the last violation is that the procedure the workers were using known as "simple approval" in cal/osha's mind they believe "simple approval" is not adequate relying on a spotter to let others know a train is coming. the trainee didn't know how to sound the horn as the train was about to strike the workers. >> the operator in training saw the people attempted to stop the train, attempted to sound the horn, and then the workers were struck. the horn was not sounded. and definitely the train was not stopped.

bart service is on schedule hours after a bart train went off the tracks near the north concord station. news chopper 2 was over the scene. officials say the train was head into a maintenance yard when it went off the tracks. no passengers were on board. this is the second time a bart train has derailed in the concord area in two months. a derailment back in february caused long delays for hundreds of passengers stranded. the derailment at the north concord bart station came on the say day that state regulators handed down a $210,000 fine. a cal osha investigation shows bart deliberately violated safety rules and the agencies simple approval policy was simple and not followed. it required work earns to take responsible. the investigation also cited bart for not supervising the trainee. christopher shepard and lawrence daniels were struck and killed by a bart train while inspecting tracks. cal osha says shepard and daniels were not properly trained to perform work near energized third rails. >> they were not qualified to be working near a live third rail. as a matter of fact they had an
