both bart and sfpd will either auction or donate their bikes. we have found that san francisco police department they have regular education leaflets and brochures they leave and other material of the most effective way to prevent theft. they have bike racks at most of their stations so pedestrians can leave their bikes and they were reasonably protected and under the surveillance of bart agencies. they have community officers who repeatedly patrol the streets. this is the photo of the day we visited and you can see many of them but it's quite a process to locate a bike in there without identification. the bike theft in the low level of bicycle recovery this was based on our discussions with the police department and looked at it some literature on the topic and the improper locking techniques but this is the information that owners need to have if they don't know it. the issue of establishing proof of ownership is a vexing problem. i think i hit on that enough but clearly if you don't have a receipt of ownership there will be a problem. insufficient bicycle parking the bart stationar
