kpix5 reporter cakeo garon from the lake merit bart station explains how it will work. good afternoon. >> reporter: good afternoon, frank. the way the process currently works to keep repeat offenders off of bart takes months, but the implementation of this new law will fast track that and the hope is that riders and employees can feel safer to and from their destination. now, it is all part of assembly bill 716 that givens the transit agency the ability to ban riders from bart if they commit service offenses against passengers and employees. offenders could be banned for a month up until a year, depending on the crime. and now for minor crimes committed within 90 days. riders have a three strikes you're out policy. these infractions include things like defacing property and urinating in public. and now for more violent crimes, the ban could take effect immediately. bart police say the new bill will make the process of keeping these repeat offenders away faster. >> it allows us to move a little more quicker, so individuals who are repeat offenders, who are threatening pas

we're at the 12th street bart station which is now back open after a teenager was shot and killed here. it happened around 10:30 last night at the corner of 13th and broadway. officers shut down the station to look for suspects then it did reopen an hour later. police have not really released much information about the circumstances of the shooting. about seven hours earlier another deadly shooting. candles now line the street where a brazen shooting happened yesterday in broad daylight. police say a woman was shot while driving her car near 24th around 3:00 in the afternoon. first responders tried to save her but she died after being transported to the hospital. her sister and friend who were with her in the car say a man walked up to the driver's open window and demanded something. when she tried to drive away the man shot her in the stomach. >> we already understand we are on a powder case. everyone has access to a weapon and this is happening all over oakland not only in this area here, but all over oakland. so the question again comes to when we will see change. >> reporter: now t
